民主黨派發(fā)展新社會(huì)階層成員問題研究

【摘要】：對(duì)于建立健全社會(huì)主義民主政治來說,重要的完善手段就是公民政治參與機(jī)制的不斷擴(kuò)大,并思考其有序化、可行化的實(shí)現(xiàn)機(jī)制。改革開放以來,由于社會(huì)階層的構(gòu)成發(fā)生了較大變化,加之經(jīng)濟(jì)上的獨(dú)立性決定了其政治態(tài)度和人格的獨(dú)立性,社會(huì)新階層的不同人員希望歸屬組織、融入社會(huì),希望獲得更多的政治參與。但由于新社會(huì)階層人士在市場經(jīng)濟(jì)中所具有的新屬性和新特點(diǎn)使其在很大程度上具有一定的流變性,因而往往并不能被社會(huì)體制有效地吸納,從而在政治參與方面具有一定的訴求。雖然新社會(huì)階層的參政意識(shí)在不斷增強(qiáng),對(duì)政治的影響力在不斷提高,但其功利型的經(jīng)濟(jì)性參與較多,有序的政治性參與意識(shí)較淡薄,組織化的參與還需進(jìn)一步發(fā)展,參與渠道還需進(jìn)一步拓寬和暢通。新社會(huì)階層中的代表性人士通過參政黨的組織形式參與政治活動(dòng),進(jìn)而將其政治參與納入到現(xiàn)有政治框架和體制中來,擴(kuò)大其有序的政治參與,并盡可能地避免政治參與窒礙導(dǎo)致的一系列不良問題。 民主黨派作為我國的法定參政黨,擁有現(xiàn)成的暢通的政治參與渠道。對(duì)新社會(huì)階層的特征尤其是政治訴求的準(zhǔn)確把握,可以使民主黨派站在一定的高度來引導(dǎo)新社會(huì)階層有序參與政治。同樣,以知識(shí)分子為主體的新社會(huì)階層,對(duì)民主黨派的建設(shè)與發(fā)展也將會(huì)產(chǎn)生不可忽視的影響。民主黨派發(fā)展新社會(huì)階層成員,既為新社會(huì)階層提供政治訴求的組織平臺(tái),提供政治參與渠道和利益表達(dá)通道,又可以提升其政治參與層次,降低政治參與的成本。 民主黨派要適應(yīng)時(shí)代發(fā)展的要求,適當(dāng)調(diào)整自己的社會(huì)基礎(chǔ),建立有效機(jī)制,有針對(duì)性的開展新社會(huì)階層人士的工作。在保持各黨派特色的基礎(chǔ)上,選擇素質(zhì)高、參政能力強(qiáng)的代表性人士,以點(diǎn)帶面地拓寬其政治參與渠道,推動(dòng)其健康成長。這也是民主黨派促進(jìn)自身發(fā)展的有利契機(jī),是民主政治發(fā)展的必然趨勢。
[Abstract]:For the establishment and perfection of socialist democratic politics, the important means of perfection is the continuous expansion of citizen's political participation mechanism, and the realization mechanism of its ordering and feasibility. Since the reform and opening up, the composition of the social class has changed greatly, and the independence of their political attitude and personality has been determined by their economic independence. The different people of the new social stratum want to belong to the organization and integrate into the society. Hope to gain more political participation. However, due to the new attributes and new characteristics of the new social strata in the market economy, they are, to a large extent, fluid, and therefore often cannot be effectively absorbed by the social system. Thus has certain appeal in the political participation aspect. Although the consciousness of participating in politics of the new social stratum is increasing and its influence on politics is increasing, its utilitarian economic participation is more, the consciousness of orderly political participation is weak, and the organized participation still needs to be further developed. Participation channels need to be further broadened and unimpeded. The representatives of the new social strata participate in political activities through the organization of participating political parties, and then incorporate their political participation into the existing political framework and system, and expand their orderly political participation. And try to avoid a series of bad problems caused by political participation. As the legal party of our country, democratic parties have ready-made and unimpeded channels of political participation. The accurate understanding of the characteristics of the new social stratum, especially the political demands, can make the democratic parties stand on a certain height to guide the new social stratum to participate in politics in an orderly manner. Similarly, the new social stratum with intellectuals as the main body will have an unnegligible influence on the construction and development of democratic parties. To develop the members of the new social stratum, the democratic parties can not only provide the organization platform for the new social stratum, provide the channel of political participation and the channel of interest expression, but also raise the level of political participation and reduce the cost of political participation. The democratic parties should adapt to the development of the times, adjust their social foundation properly, establish an effective mechanism, and carry out the work of the new social stratum. On the basis of maintaining the characteristics of all parties, we should select representative personages with high quality and strong ability to participate in politics, so as to broaden their channels of political participation and promote their healthy growth. This is also a favorable opportunity for democratic parties to promote their own development, and an inevitable trend of democratic political development.
