【摘要】：進(jìn)入21世紀(jì)以后，有越來(lái)越多的研究開始尋找如何評(píng)估民主質(zhì)量，，以及如何改善民主治理質(zhì)量。將民主視為政治系統(tǒng)制造的主要產(chǎn)品，從程序、內(nèi)容與結(jié)果三個(gè)面向分別評(píng)估，即可窺探民主質(zhì)量的面貌。 根據(jù)“亞洲民主動(dòng)態(tài)調(diào)查”的數(shù)據(jù)顯示，臺(tái)灣地區(qū)公民僅在競(jìng)爭(zhēng)與自由維度給予相對(duì)正面的評(píng)價(jià)。臺(tái)灣的政治離高品質(zhì)的民主仍有一段很長(zhǎng)的路要走，該地區(qū)仍然缺少許多自由民主的重要特質(zhì)，如控制貪腐、監(jiān)督和法治。而且，民主質(zhì)量表現(xiàn)好的維度卻有變得越來(lái)越好的趨勢(shì)，但所缺乏的民主質(zhì)量的維度卻依然很薄弱。 本文從政治世代、經(jīng)濟(jì)評(píng)估以及民主信仰三個(gè)因素，檢驗(yàn)其是否影響公民的民主質(zhì)量評(píng)價(jià)，基本假設(shè)為：新世代相對(duì)于老一輩而言對(duì)于民主質(zhì)量的評(píng)估更加嚴(yán)格；民眾對(duì)于經(jīng)濟(jì)表現(xiàn)的評(píng)估越高，對(duì)民主質(zhì)量的評(píng)價(jià)也越高；民眾對(duì)于民主政治價(jià)值的信仰越強(qiáng)烈，他們?cè)谠u(píng)估政治體系的特征時(shí)會(huì)越嚴(yán)格。 通過(guò)亞洲民主調(diào)查的實(shí)證資料的統(tǒng)計(jì)分析，發(fā)現(xiàn)政治世代、經(jīng)濟(jì)表現(xiàn)評(píng)估以及民主信仰確實(shí)有影響效果。臺(tái)灣新世代對(duì)于民主質(zhì)量的評(píng)價(jià)更具批判眼光；而同樣的，對(duì)民主價(jià)值抱持理想與追求的民眾也容易對(duì)社會(huì)現(xiàn)狀不滿因而更具批判性態(tài)度；相反，對(duì)經(jīng)濟(jì)表現(xiàn)的評(píng)估較好的民眾因其物質(zhì)條件的滿足而傾向于對(duì)民主政治持寬容與滿意態(tài)度。
[Abstract]:After entering the 21st century, more and more researches began to look for how to evaluate the quality of democracy and how to improve the quality of democratic governance. Considering democracy as the main product of political system, we can see the quality of democracy from three aspects: procedure, content and result. According to the Asian Democracy Dynamics Survey, Taiwanese citizens only give relatively positive ratings on the dimensions of competition and freedom. Taiwan's politics still has a long way to go from high-quality democracy, and the region still lacks many of the important qualities of liberal democracy, such as corruption control, oversight and the rule of law. Moreover, the dimension of democratic quality is becoming better and better, but the dimension of democratic quality is still weak. Based on the three factors of political generation, economic evaluation and democratic belief, this paper tests whether they affect the democratic quality evaluation of citizens. The basic assumptions are as follows: the new generation is more strict than the older generation in the evaluation of democratic quality; The higher the people's evaluation of economic performance, the higher the quality of democracy; the stronger the people's belief in the value of democratic politics, the more strict they will be in evaluating the characteristics of the political system. Through the statistical analysis of the empirical data of the Asian Democratic Survey, it is found that the political generation, economic performance evaluation and democratic beliefs do have an effect. Taiwan's new generation has a more critical view of the quality of democracy. Similarly, people who hold ideals and pursuit of democratic values are also more likely to be dissatisfied with the current social situation and therefore more critical. On the contrary, people with better economic performance tend to be tolerant and satisfied with democracy because of their material satisfaction.
