【摘要】：公民政治參與狀況是基層民主實踐狀態(tài)的集中體現(xiàn)。從政治認知、政治參與行為和政治參與效能感三個維度對廣東珠三角地區(qū)公民政治參與現(xiàn)狀的調(diào)查顯示,隨著經(jīng)濟、社會的發(fā)展,公民對政治參與的關(guān)注度越來越高,參與的領(lǐng)域越來越廣,參與的程度越來越深,參與的技術(shù)與能力也日益提升。但一些基層黨委政府治理理念落后、宗族勢力干預(yù)、資本幕后操作等外部因素,以及基層民主制度的探索與安排滯后、公民個體文化素養(yǎng)和參與動機的差異性等內(nèi)在因素仍在一定程度阻礙著基層民主實踐中公民的政治參與。推進公民有序政治參與,需要在完善參與的制度體系、擴展參與的領(lǐng)域與層次以及優(yōu)化參與的社會生態(tài)環(huán)境等方面下功夫。
[Abstract]:Citizen's political participation is the concentrated embodiment of grassroots democratic practice. From the three dimensions of political cognition, political participation behavior and political participation efficacy, the survey shows that with the development of economy and society, citizens pay more and more attention to political participation. The field of participation is more and more extensive, the degree of participation is getting deeper and deeper, and the technology and ability of participation are improving day by day. However, some grass-roots party committees and governments are lagging behind in their ideas of governance, the interference of clan forces, the behind-the-scenes operation of capital and other external factors, as well as the exploration and arrangement of grass-roots democratic systems. The internal factors, such as the difference of individual cultural accomplishment and participation motivation, still hinder citizen's political participation in grassroots democratic practice to some extent. To promote the orderly political participation of citizens, we should make great efforts in perfecting the system of participation, expanding the fields and levels of participation and optimizing the social ecological environment of participation.
