【摘要】：拉薩市確定了"黨建統(tǒng)市、環(huán)境立市、文化興市、產(chǎn)業(yè)強(qiáng)市、民生安市、依法治市"六大戰(zhàn)略,并探索實(shí)踐以法治為原則、共治為基礎(chǔ)、共享為目標(biāo)的"共治共享"社會(huì)治理模式。在實(shí)踐過(guò)程中,通過(guò)改善民生,促進(jìn)社會(huì)公平,維護(hù)各民族全方位平等;發(fā)展經(jīng)濟(jì),改善群眾生活,暢通各民族交流、交往、交融的暢通渠道;狠抓教育,提高全民綜合素質(zhì),培養(yǎng)多元一體的中華民族文化意識(shí);創(chuàng)新治理,加強(qiáng)基層社會(huì)組織綜合治理服務(wù)水平,建立各民族相互嵌入的社會(huì)結(jié)構(gòu)和社區(qū)環(huán)境的過(guò)程;堅(jiān)持依法治藏,以立法使民族團(tuán)結(jié)成為全市各族人民的法定責(zé)任,將民族工作納入法治軌道,保障各民族的合法權(quán)益。
[Abstract]:Lhasa has determined the six major strategies of "establishing a unified city by the party, establishing a city under the environment, revitalizing the city by culture, strengthening the city by industry, and administering the city according to law", and exploring the principle of rule of law as the principle of practice, and governing together as the basis. Sharing as the goal of "co-governance and sharing" social governance model. In the process of practice, we should improve the people's livelihood, promote social fairness, safeguard the all-sided equality of all nationalities, develop the economy, improve the life of the masses, and unblock the communication, communication and blending of all ethnic groups. We should pay close attention to education, improve the comprehensive quality of the whole people, cultivate the sense of Chinese culture which is pluralistic, innovate the management, strengthen the service level of comprehensive management of grass-roots social organizations, and establish the social structure and community environment embedded by all ethnic groups. We must persist in administering Tibet according to law, make national unity the legal responsibility of the people of all ethnic groups in the whole city, bring national work into the track of ruling by law, and safeguard the legitimate rights and interests of all ethnic groups.
