新時期黨內(nèi)基層民主研究

【摘要】： 自改革開放特別是進入新世紀(jì)以來,黨內(nèi)民主建設(shè)得到高度重視,黨內(nèi)基層民主建設(shè)作為發(fā)展黨內(nèi)民主的現(xiàn)實途徑而備受關(guān)注。本文以黨內(nèi)基層民主建設(shè)作為研究主題,探討新時期黨內(nèi)基層民主建設(shè)的若干問題。本文主要內(nèi)容分三部分: 第一部分闡述黨內(nèi)基層民主的基本理論問題�？茖W(xué)正確的理解黨內(nèi)基層民主的內(nèi)涵,首先要區(qū)分黨內(nèi)民主與人民民主、基層民主與黨內(nèi)基層民主。黨內(nèi)基層民主可以說是民主制度在黨內(nèi)基層組織中的運作以及黨員和黨組織民主意愿的充分表達和實現(xiàn)。黨內(nèi)基層民主建設(shè)不僅是黨的基層組織建設(shè)的重要內(nèi)容,還是黨內(nèi)民主建設(shè)的基礎(chǔ)性工程,它貫穿于黨的基層組織活動的各個領(lǐng)域,體現(xiàn)在黨內(nèi)日常生活的方方面面。黨內(nèi)基層民主是黨內(nèi)民主的更具體化,其內(nèi)容涉及到每個黨員,以保障和落實黨員的主體地位和民主權(quán)利為基本內(nèi)容,以落實黨員知情權(quán)、參與權(quán)、選舉權(quán)、監(jiān)督權(quán)為重點,進一步提高黨員對黨內(nèi)事務(wù)的參與度,充分發(fā)揮黨員在黨內(nèi)生活中的主體作用。 第二部分對改革開放以來的黨內(nèi)基層民主的發(fā)展演變與現(xiàn)今黨內(nèi)基層民主建設(shè)存在的問題進行了分析。中國共產(chǎn)黨從初創(chuàng)到建國之前,由于處在革命戰(zhàn)爭的非常環(huán)境下,黨自身對于民主建設(shè)一直非常重視,堅持民主集中制原則,走群眾路線,這也是革命取得勝利和黨建設(shè)的成功經(jīng)驗。從建國到改革開放,黨的建設(shè)環(huán)境的轉(zhuǎn)變以及一些新問題的產(chǎn)生,黨內(nèi)民主建設(shè)也面臨一些新情況,比如黨內(nèi)權(quán)力過于集中,基層黨員民主權(quán)利落實不到位,黨內(nèi)制度建設(shè)有待加強等等。新時期對于黨內(nèi)基層民主建設(shè)也提出了新的時代要求,加強黨內(nèi)基層民主建設(shè)是黨內(nèi)民主的本質(zhì)要求,是以黨內(nèi)民主帶動人民民主、構(gòu)建和諧社會的需要。 第三部分在前兩部分論述的基礎(chǔ)上明確了黨內(nèi)基層民主建設(shè)的目標(biāo)和主要任務(wù),提出了新時期加強和完善黨內(nèi)基層民主建設(shè)的主要方向和路徑。堅持十七屆四中全會提出的黨內(nèi)基層民主建設(shè)的指導(dǎo)思想,以改革創(chuàng)新精神提高和完善自己,不斷推進黨的建設(shè)理論創(chuàng)新、實踐創(chuàng)新、制度創(chuàng)新,建立健全以黨章為根本、以民主集中制為核心的制度體系,推進黨的建設(shè)科學(xué)化、制度化、規(guī)范化,堅持以執(zhí)政能力建設(shè)和先進性建設(shè)為主線,充分發(fā)揮黨委領(lǐng)導(dǎo)核心作用、基層黨組織戰(zhàn)斗堡壘作用,提高黨員的民主覺悟、民主意識與民主能力;健全和落實黨員民主權(quán)利保障制度;堅持民主程序;全面推行基層黨務(wù)公開;增強黨內(nèi)基層的透明度;健全和創(chuàng)新基層黨委會工作運行機制,積極探索黨內(nèi)基層民主的多種實現(xiàn)形式,建設(shè)中國特色的黨內(nèi)基層民主之路。
[Abstract]:Since the reform and opening up, especially in the new century, the construction of inner-party democracy has been attached great importance to. As a practical way to develop the inner-party democracy, it has attracted much attention. This paper discusses some problems in the construction of democracy at the grass-roots level in the new period. The main content of this paper is divided into three parts: the first part expounds the basic theoretical problems of inner-party basic democracy. To understand the connotation of inner-party grass-roots democracy scientifically and correctly, we must first distinguish between inner-party democracy and people's democracy, grass-roots democracy and inner-party grass-roots democracy. The democracy at the grass-roots level is the operation of the democratic system in the organizations of the Party and the full expression and realization of the democratic will of the Party members and the Party organizations. The construction of democracy at the grass-roots level within the Party is not only an important content of the construction of the Party's grass-roots organizations, but also a basic project of the building of democracy within the Party. It runs through all fields of the activities of the grass-roots organizations of the Party and is embodied in every aspect of the daily life of the Party. Democracy at the grass-roots level within the Party is a more concrete form of inner-party democracy. Its content involves every party member. The basic content is to protect and implement the party members' main status and democratic rights, and the emphasis is to implement the party members' right to know, participate in, vote in, and supervise. We will further enhance the participation of party members in party affairs and give full play to the main role of party members in party life. The second part analyzes the development and evolution of inner-party grass-roots democracy since the reform and opening up and the problems existing in the construction of inner-party grass-roots democracy. From its inception to the founding of the people's Republic of China, because of the extraordinary environment of the revolutionary war, the CPC itself has always attached great importance to the construction of democracy, adhered to the principle of democratic centralism, and followed the mass line. This is also the successful experience of the revolution and party building. From the founding of the country to the reform and opening up, the transformation of the Party building environment and the emergence of some new problems, the democratic construction within the party is also facing some new situations, such as the excessive concentration of power within the party, the lack of implementation of democratic rights of grass-roots party members. The inner-party system construction needs to be strengthened and so on. In the new period, the construction of democracy at the grass-roots level within the Party has also put forward new requirements of the times. Strengthening the construction of democracy at the grass-roots level within the Party is the essential requirement of inner-party democracy, which is the need to promote democracy among the people and to build a harmonious society with inner-party democracy. On the basis of the first two parts, the third part clarifies the goal and main task of the democratic construction at the grass-roots level within the Party, and puts forward the main direction and path of strengthening and perfecting the democratic construction at the grass-roots level within the Party in the new period. Adhere to the guiding ideology of democratic construction at the grass-roots level within the Party, put forward by the fourth Plenary session of the 17th CPC Central Committee, improve and improve themselves with the spirit of reform and innovation, constantly promote theoretical innovation in party building, practice innovation, system innovation, and establish and improve the Party Constitution as the foundation, The system, with democratic centralism as the core, promotes the scientific, institutionalized and standardized party building, adheres to the main line of building the ruling ability and the advanced nature, and gives full play to the core role of the party committee's leadership and the role of the basic-level party organization as a fighting bastion. To improve the democratic consciousness, consciousness and ability of the Party members; To improve and implement the democratic rights guarantee system for party members; to adhere to democratic procedures; to comprehensively open party affairs at the grass-roots level; to enhance transparency at the grassroots level within the Party; We should improve and innovate the working mechanism of the grass-roots party committee, actively explore various forms of realizing democracy at the grass-roots level within the party, and build the road of democracy at the grass-roots level with Chinese characteristics.
