【摘要】：國家提出到2020年要全面建成小康社會,而經(jīng)濟(jì)發(fā)展不平衡嚴(yán)重制約實(shí)現(xiàn)全面建成小康社會的進(jìn)程。這一問題成為江永縣全面建成小康社會的掣肘。江永縣全面建成小康是大勢所趨,是責(zé)任所在,是民心所向,本文用大量的一手資料分析了江永縣建成全面小康的現(xiàn)狀,包括經(jīng)濟(jì)發(fā)展、居民生活、民主法治、文化教育、生態(tài)環(huán)境方面取得的成績。同時,與建成全面小康各項指標(biāo)進(jìn)行對比分析,指出江永縣在全面建成小康社會過程中存在的問題和困難,主要是指標(biāo)實(shí)現(xiàn)程度差距大,縣域經(jīng)濟(jì)總體實(shí)力不強(qiáng),民生改善任務(wù)繁重等。究其原因,一方面是自身發(fā)展基礎(chǔ)薄弱的限制,另一方面,是國家相關(guān)的扶持政策較少。在分析江永縣基本情況的基礎(chǔ)上,通過借鑒、參考國家層面的措施,并提出一些適合江永縣實(shí)際情況的對策,為推動江永縣這一少數(shù)民族貧困地區(qū)實(shí)現(xiàn)全面小康提供參考。這些對策包括:壯大新型工業(yè)、現(xiàn)代農(nóng)業(yè)和旅游業(yè),加快經(jīng)濟(jì)發(fā)展;辦好為民實(shí)事,加快提升人民生活水平;轉(zhuǎn)變政府管理和服務(wù)方式,加快推進(jìn)社會發(fā)展;深化改革創(chuàng)新,加快民主法治建設(shè);加強(qiáng)環(huán)境保護(hù),加強(qiáng)生態(tài)文明建設(shè);加強(qiáng)地方政府自身建設(shè),提高基層社會治理能力。
[Abstract]:The country proposes to build a well-off society in an all-round way by 2020, while the imbalance in economic development seriously restricts the process of building a well-off society in an all-round way. This problem has become Jiangyong County to build a well-off society in an all-round way constraints. It is the general trend, the responsibility and the aspiration of the people to build a well-off society in Jiangyong County in an all-round way. This paper analyzes the present situation of the building of a well-off society in Jiangyong County with a large amount of first-hand data, including economic development, residents' life, democracy and the rule of law, and culture and education. Achievements in the ecological environment At the same time, by comparing and analyzing the indexes of building a well-off society in an all-round way, the paper points out that the problems and difficulties in the process of building a well-off society in Jiangyong County are mainly due to the large gap in the degree of realization of the indicators, and the fact that the overall strength of the county economy is not strong. The task of improving people's livelihood is heavy. On the one hand, the reason is that the foundation of development is weak, on the other hand, the state has few supporting policies. On the basis of analyzing the basic situation of Jiangyong County, by referring to the measures at the national level, and putting forward some countermeasures suitable for the actual situation of Jiangyong County, this paper provides a reference for promoting Jiangyong County, a poverty-stricken minority nationality area, to realize a well-off society in an all round way. These measures include: strengthening new industries, modern agriculture and tourism, speeding up economic development; doing a good job for the people and speeding up the improvement of people's living standards; transforming government management and service methods to speed up social development; deepening reform and innovation; Accelerate the construction of democracy and rule by law; strengthen the environmental protection, strengthen the construction of ecological civilization; strengthen the construction of local government itself; improve the ability of social governance at the grass-roots level.
