【摘要】：黨的十八大和十八屆三中全會作出健全社會主義協(xié)商民主制度的戰(zhàn)略部署,政協(xié)作為我國唯一專事協(xié)商的政治機(jī)構(gòu),在推進(jìn)社會主義協(xié)商民主發(fā)展中具有獨特優(yōu)勢。然而,目前政協(xié)協(xié)商民主面臨軟法制約、主體履職能力不足、界別結(jié)構(gòu)存在弊端等困境。本文從政治生態(tài)視角,聚焦政治生態(tài)場域性、動態(tài)性、程序性與開放性,提出注重處理好界別調(diào)整與界別設(shè)置、協(xié)商主體與協(xié)商能力、協(xié)商過程與成果轉(zhuǎn)化等四大關(guān)系,乃是提升政協(xié)協(xié)商民主運(yùn)行機(jī)制效能的重要舉措。
[Abstract]:The 18th CPC Congress and the third Plenary session of the 18th CPC Central Committee made strategic arrangements to improve the socialist consultative democracy system. As the only political organization specializing in consultation, the CPPCC has a unique advantage in promoting the development of socialist consultative democracy. However, at present, the consultative democracy of the CPPCC is faced with the soft legal system, the lack of the ability of the subject to carry out his duties, the malpractice of the sector structure and so on. From the perspective of political ecology, this paper focuses on the regional, dynamic, procedural and open nature of the political ecological field, and puts forward that we should pay attention to the four relations of sector adjustment and sector setting, negotiation subject and negotiation ability, negotiation process and outcome transformation. It is an important measure to improve the effectiveness of the consultative democratic operating mechanism of the CPPCC.
