【摘要】：伴隨著社會(huì)民主政治的進(jìn)步和網(wǎng)絡(luò)傳播的發(fā)展,政府職能也逐步向服務(wù)型、透明型、法治型轉(zhuǎn)變。近年來(lái),各級(jí)政府越來(lái)越多的與網(wǎng)民直接對(duì)話,通過(guò)網(wǎng)絡(luò)問(wèn)政平臺(tái)引導(dǎo)網(wǎng)絡(luò)輿論,政府網(wǎng)絡(luò)新聞發(fā)言人制度也正是在這樣的背景下產(chǎn)生。 本文首先通過(guò)對(duì)政府新聞發(fā)言人制度與政府網(wǎng)絡(luò)發(fā)言人制度的比較研究,理清政府網(wǎng)絡(luò)發(fā)言人制度中的有關(guān)概念、特點(diǎn)、主體和功能,探討政府網(wǎng)絡(luò)發(fā)言人制度的產(chǎn)生及在發(fā)展中的實(shí)踐。其次,對(duì)政府網(wǎng)絡(luò)發(fā)言人制度彰顯出的對(duì)話式民主模式進(jìn)行分析,深刻闡釋政府網(wǎng)絡(luò)發(fā)言人制度在對(duì)話式民主構(gòu)建上的意義與影響。第三,借鑒新制度經(jīng)濟(jì)學(xué)的研究方法,從純理性的角度來(lái)考察政府行為,論證政府網(wǎng)絡(luò)發(fā)言人制度發(fā)展中的一些制約因素。最后,運(yùn)用機(jī)制的有效性理論,研究我國(guó)政府網(wǎng)絡(luò)發(fā)言人制度的改進(jìn)和完善路徑,即加強(qiáng)相關(guān)立法建設(shè)、強(qiáng)化新聞發(fā)言人隊(duì)伍的專業(yè)化建設(shè)和對(duì)媒介素養(yǎng)的全面提高。 研究認(rèn)為,政府網(wǎng)絡(luò)發(fā)言人的出現(xiàn)與發(fā)展順應(yīng)了新媒體時(shí)代的發(fā)展要求,在對(duì)話式民主的構(gòu)建中具有重大的進(jìn)步意義。但是,要使政府網(wǎng)絡(luò)發(fā)言人形成制度化,成為民主政治模式中的重要方面,還需要在觀念及機(jī)制建設(shè)上進(jìn)行改革和完善,研究最后對(duì)政府網(wǎng)絡(luò)發(fā)言人制度的合理運(yùn)行、持久發(fā)展、規(guī)范操作等提出了意見(jiàn)建議。
[Abstract]:With the progress of social democratic politics and the development of network communication, the government functions have gradually changed to service type, transparent type and rule of law type. In recent years, more and more governments at all levels direct dialogue with Internet users, through the network platform to guide public opinion, the government network spokesman system is also under such a background. Firstly, through the comparative study of the government press spokesman system and the government network spokesman system, this paper clarifies the relevant concepts, characteristics, subjects and functions of the government network spokesman system. This paper discusses the emergence of the government network spokesman system and its practice in the development. Secondly, the paper analyzes the model of dialogue democracy displayed by the government network spokesman system, and explains the significance and influence of the government network spokesman system in the construction of dialogue democracy. Thirdly, using the research methods of new institutional economics for reference, this paper examines the government behavior from the perspective of pure rationality, and demonstrates some restrictive factors in the development of government network spokesman system. Finally, using the effective theory of mechanism, this paper studies the ways to improve and perfect the government network spokesman system, that is, to strengthen the construction of relevant legislation, to strengthen the professional construction of the press spokesman team and to improve the media literacy in an all-round way. The research shows that the appearance and development of government network spokesman conforms to the development requirement of the new media era and has great progressive significance in the construction of dialogue democracy. However, in order to institutionalize the government network spokesman and become an important aspect of the democratic political model, it is necessary to reform and improve the concept and mechanism construction, and finally to study the rational operation of the government network spokesman system. Suggestions are put forward for sustainable development and standard operation.
