當前我國農(nóng)民民主意識缺失的原因及對策研究

【摘要】：黨的十七屆五中全會提出“社會主義民主政治建設(shè)的發(fā)展成果,為經(jīng)濟社會發(fā)展進步提供了有力的保證,為人類政治發(fā)展和政治文明也提供了重要經(jīng)驗”,而社會主義民主政治建設(shè)有賴于與之相適應(yīng)的公民民主意識等政治文化心理的建立。在中國,農(nóng)村人口占了總?cè)丝诘慕?0%,農(nóng)民是占人數(shù)最多的社會階層,農(nóng)民民主意識水平的高低直接反映出我國國民的整體民主意識水平。中國農(nóng)民民主意識的強化與否,不僅關(guān)乎農(nóng)村經(jīng)濟的發(fā)展,關(guān)乎農(nóng)民群眾的切身利益,關(guān)乎社會主義中國的政治文明進程,更關(guān)乎國家的長治久安。 毋庸置疑,中國農(nóng)民的民主意識較改革開放前有了較大的提高,但由于農(nóng)村經(jīng)濟發(fā)展水平、政治文化和傳統(tǒng)文化、政策制定、實施和運行不當以及農(nóng)民自身素質(zhì)等各種因素的影響,廣大農(nóng)民表現(xiàn)出來的民主意識總體呈現(xiàn)出缺失狀態(tài)。中國農(nóng)民民主意識的缺失問題,一直是困擾我國民主政治發(fā)展的一大難題。本文在闡釋農(nóng)民民主意識內(nèi)涵的基礎(chǔ)上,全面系統(tǒng)的概括出當前我國農(nóng)民民主意識缺失的主要表現(xiàn),深入分析制約農(nóng)民民主意識形成和發(fā)展的經(jīng)濟、政治、文化及農(nóng)民自身因素,并進一步探究出了培育農(nóng)民的民主意識的決策,以期對促進農(nóng)村民主政治建設(shè)的健康發(fā)展,構(gòu)建社會主義新農(nóng)村,起到一定的積極作用。 本文第一章是引言,著重對本文的選題背景、理論意義、國內(nèi)外研究現(xiàn)狀、研究方法、創(chuàng)新點及不足之處進行了概述；第二章,筆者著重對農(nóng)民民主意識的含義和主要內(nèi)容進行了闡釋；在問卷調(diào)查和搜集大量材料的基礎(chǔ)上,筆者在第三章列舉出了當前我國農(nóng)民民主意識缺失的主要表現(xiàn)；第四章筆者綜合分析了導致當前我國農(nóng)民民主意識缺失的各種因素,著重論述了制度短缺、制度沖突、制度偏好及制度曲行等制度方面制約農(nóng)民民主意識形成和發(fā)展的原因；第五章在深入分析農(nóng)民民主意識缺失原因的基礎(chǔ)上,全面探究出了培育農(nóng)民的民主意識的決策,最后是本文的結(jié)語部分。
[Abstract]:The Fifth Plenary session of the 17th CPC Central Committee put forward that "the achievements of the development of socialist democratic politics have provided a powerful guarantee for economic and social development and progress, as well as important experience for the political development of mankind and political civilization." The construction of socialist democracy depends on the establishment of political and cultural psychology such as citizen's democratic consciousness. In China, the rural population accounts for nearly 70 percent of the total population, and the peasants are the most numerous social strata. The level of farmers' democratic consciousness directly reflects the overall level of democratic consciousness of the people of our country. The strengthening of Chinese peasants' democratic consciousness is not only related to the development of rural economy, but also to the vital interests of the peasants, the political civilization process of socialist China, and the long-term stability of the country. There is no doubt that the democratic consciousness of Chinese farmers has been greatly improved compared with that before the reform and opening up. However, due to the level of rural economic development, political culture and traditional culture, and policy formulation, Under the influence of various factors, such as improper implementation and improper operation and the quality of farmers themselves, the democratic consciousness displayed by the vast number of peasants is in a state of absence in general. The lack of democratic consciousness of Chinese farmers has always been a difficult problem for the development of democratic politics in China. On the basis of expounding the connotation of peasant's democratic consciousness, this paper comprehensively and systematically generalizes the main manifestation of the current peasant's democratic consciousness's lack in our country, and deeply analyzes the economy and politics that restrict the formation and development of peasant's democratic consciousness. Culture and farmers' own factors, and further explored the decision to cultivate farmers' democratic consciousness, in order to promote the healthy development of rural democratic political construction, the construction of a new socialist countryside, play a certain positive role. The first chapter is the introduction, focusing on the background of the topic, theoretical significance, domestic and foreign research status, research methods, innovations and deficiencies. The author explains the meaning and main content of peasant's democratic consciousness emphatically, on the basis of questionnaire investigation and collecting a lot of materials, the author enumerates the main manifestation of the lack of peasant's democratic consciousness at present in the third chapter. In the fourth chapter, the author synthetically analyzes the various factors that lead to the lack of democratic consciousness of farmers in our country, focusing on the reasons that restrict the formation and development of farmers' democratic consciousness in institutional aspects, such as system shortage, institutional conflict, institutional preference and institutional performance. On the basis of deep analysis of the reasons for the lack of democratic consciousness of farmers, the fifth chapter comprehensively explores the decision-making of cultivating farmers' democratic consciousness, and the last part is the conclusion of this paper.
