武漢部屬高校民主黨派成員參政意愿及其影響因素研究

【摘要】： 中國(guó)共產(chǎn)黨第十七次全國(guó)代表大會(huì)勝利召開(kāi),胡錦濤總書(shū)記在報(bào)告中強(qiáng)調(diào)要努力加強(qiáng)黨的建設(shè),加強(qiáng)同民主黨派的合作共事,不斷促進(jìn)政黨關(guān)系的和諧。而加強(qiáng)民主黨派參政能力建設(shè)是新的歷史條件下民主黨派加強(qiáng)自身建設(shè)必須認(rèn)真研究和解決的重大課題,對(duì)于堅(jiān)持和完善中國(guó)共產(chǎn)黨領(lǐng)導(dǎo)的多黨合作和政治協(xié)商制度和維護(hù)和諧的政黨關(guān)系,堅(jiān)定不移走中國(guó)特色社會(huì)主義政治發(fā)展道路具有重大意義。高校是民主黨派成員相對(duì)集中的地方,筆者結(jié)合自己長(zhǎng)期在高校統(tǒng)戰(zhàn)部門(mén)工作的實(shí)際,以期通過(guò)了解高校民主黨派成員參政的意愿,來(lái)進(jìn)一步了解高校民主黨派成員參政方面存在的問(wèn)題,提出相應(yīng)的對(duì)策,以更好地提升民主黨派成員的參政能力。本文正是基于這樣的考慮而寫(xiě)成的。 本文以社會(huì)化理論及馬斯洛需求層次理論等社會(huì)學(xué)理論為支撐點(diǎn),運(yùn)用問(wèn)卷調(diào)查及個(gè)案訪談的實(shí)證研究方法,以武漢五所高校為調(diào)查點(diǎn),對(duì)現(xiàn)階段武漢高校民主黨派成員參政意愿進(jìn)行了描述分析,并就影響武漢高校民主黨派成員參政意愿的個(gè)體因素、工作因素及社會(huì)因素等進(jìn)行了探討。研究表明： (一)武漢高校民主黨派成員參政的意愿和效果存在一定的不對(duì)稱(chēng),參政意愿并沒(méi)有得到滿足。通過(guò)對(duì)武漢高校民主黨派成員參政意愿的分析看出,絕大多數(shù)民主黨派成員愿意參政,有強(qiáng)烈的參政愿望,但是,一多半黨派成員的參政意愿并沒(méi)有得到滿足,而且主動(dòng)以民主黨派成員的身份建言獻(xiàn)策的情況不容樂(lè)觀。 (二)武漢高校民主黨派成員的參政方式比較單一,參政渠道并不是很暢通。盡管有大部分的民主黨派成員通過(guò)民主黨派座談會(huì)或“兩會(huì)”提交提案的方式進(jìn)行參政,但有五分之一的民主黨派成員表示沒(méi)有參政,經(jīng)過(guò)進(jìn)一步訪談?wù){(diào)研,有部分黨派成員沒(méi)有適當(dāng)?shù)那澜ㄑ垣I(xiàn)策。 (三)在影響因素方面,個(gè)人特征中的客觀因素和主觀因素影響著武漢高校民主黨派成員參政意愿。客觀因素中的年齡、加入黨派時(shí)間、崗位類(lèi)別、職務(wù)；主觀因素中的所在學(xué)校民主黨派成員的政治熱情、所在民主黨派的社會(huì)影響力、民主黨派政策制度對(duì)民主黨派成員參政意愿均產(chǎn)生顯著的影響。 本研究主要有三個(gè)方面的創(chuàng)新,第一,研究?jī)?nèi)容的創(chuàng)新。以往對(duì)民主黨派成員參政能力的研究多從宏觀的角度入手,主要分析了民主黨派參政能力現(xiàn)狀。而本文以民主黨派成員參政意愿為研究?jī)?nèi)容,具體從是否愿意參政、參政的途徑和參政效果三個(gè)方面進(jìn)行分析,找出武漢高校民主黨派成員參政存在的深層次問(wèn)題,提出改進(jìn)的對(duì)策和措施。第二,研究視角的創(chuàng)新。以往研究多政治學(xué)、管理學(xué)等角度研究民主黨派參政,而本文從社會(huì)學(xué)學(xué)科視角出發(fā),探討武漢高校民主黨派成員參政意愿及其影響因素。第三,.研究方法的創(chuàng)新。以往研究大都偏重于理論上的定性研究,或經(jīng)驗(yàn)式的總結(jié)性研究。而本文采用實(shí)證研究的方法,系統(tǒng)的分析武漢高校民主黨派成員參政意愿。 本文的研究主題是武漢高校民主黨派成員參政意愿,因?yàn)槭芸陀^條件限制,研究還存在一定欠缺,主要有以下三方面,第一,因?yàn)槭艿饺肆臀锪Φ挠绊?樣本的抽取區(qū)域范圍較小,樣本的代表性還存在一定的不足。第二,在調(diào)查方法上,本研究主要采用委托高校統(tǒng)戰(zhàn)部門(mén)自填式問(wèn)卷調(diào)查方法,民主黨派成員在填寫(xiě)問(wèn)卷時(shí)可能存在不真實(shí)的情況,因而可能會(huì)對(duì)問(wèn)卷質(zhì)量有一定的影響。第三,本文僅從民主黨派成員這一主體出發(fā)來(lái)研究影響武漢高校民主黨派成員參政意愿及其影響因素,而對(duì)于國(guó)家的統(tǒng)戰(zhàn)政策、學(xué)校的統(tǒng)戰(zhàn)體制等較為宏觀的方面考察不是很深入。
[Abstract]:The Seventeenth National Congress of the Communist Party of China was held successfully. In his report, general secretary Hu Jintao stressed that efforts should be made to strengthen the party's construction, strengthen the cooperation with the democratic parties, and constantly promote the harmony of the party relations. It is of great significance to uphold and improve the multi party cooperation and political consultation system led by the Communist Party of China, and to maintain a harmonious relationship between the party and the political party. It is of great significance to unswervingly take the path of the political development of socialism with Chinese characteristics. The university is a relatively centralized place for the members of the democratic parties. The practice of the United Front Department works in order to understand the problems existing in the participation in political participation of the members of the democratic parties in Colleges and universities through understanding the willingness of the members of the democratic parties in Colleges and universities to further understand the problems existing in the participation of the members of the democratic parties in colleges and universities, and to put forward corresponding countermeasures so as to improve the participation in political participation of the members of the democratic parties. This paper is written on the basis of such considerations.
This paper, based on sociological theory and the theory of sociological theory of Maslow's demand level, uses the empirical research method of questionnaire survey and case interview, and takes five universities in Wuhan as the investigation point, and describes the present stage of participation in political participation of the members of the democratic parties in Wuhan colleges and Universities, and affects the participation in political participation of the members of the democratic parties in Wuhan's colleges and universities. The individual factors, working factors and social factors of willingness are discussed.

In the past, the study of the democratic parties' participation in political participation is studied in the perspectives of multi politics and management, and from the perspective of the society, the democratic parties of colleges and universities are discussed. The members' willingness to participate in political participation and its influencing factors. Third, the innovation of research methods. Most of the previous studies focused on qualitative research in theory, or empirical summary research. This paper uses empirical research methods to systematically analyze the willingness of members of the democratic parties in Wuhan to participate in political participation.
The subject of this study is the willingness to participate in political participation of the members of the democratic parties in Wuhan colleges and universities. Because of the limitations of objective conditions, there are still some deficiencies in the study, which mainly include the following three aspects. First, because of the impact of human and material resources, the sampling area is small, and the representative of the samples is still inadequate. Second, in the investigation method, this is the case. The study mainly adopts the self-filled questionnaire survey method of the United Front Department of universities and colleges. The members of the democratic parties may have untrue situation when filling in the questionnaire. Therefore, it may have a certain influence on the quality of the questionnaire. Third, this paper only starts from the main body of Democratic Party members to study the willingness to participate in political participation of the members of the democratic parties in Wuhan colleges and universities. And its influencing factors, but the United Front Policy of the country, the United Front System of schools and other macro aspects are not very thorough.
