【摘要】：制度"內(nèi)卷化"是指制度在新環(huán)境變化下沒(méi)有做出與時(shí)俱進(jìn)的創(chuàng)新或如期發(fā)揮制度效應(yīng)而引發(fā)的諸多規(guī)避或異化行為。從治理的視角來(lái)看,就是治理體系環(huán)節(jié)出現(xiàn)了問(wèn)題。以此視角觀察村民自治制度,當(dāng)前中國(guó)村民自治制度推行中治理主體、治理行為、治理理念方面與制度體系的不適應(yīng)引發(fā)的制度性消解和制度內(nèi)卷化現(xiàn)象,雖不完全是國(guó)家層面的制度不規(guī)范引起的,也與農(nóng)民自身政治權(quán)利意識(shí)淡漠、主體地位缺失有關(guān),但最終結(jié)果都會(huì)導(dǎo)致制度本身權(quán)威性和凝聚力的削弱。為此,農(nóng)村治理體系現(xiàn)代化的實(shí)現(xiàn)不僅需要在村民自治內(nèi)部建立起健全、有序和合理的制度體系,而且需要制度體系本身與其所運(yùn)行的環(huán)境及制度執(zhí)行者、制度接受者的政治能力感、政治績(jī)效感、政治責(zé)任感、民主意識(shí)和法制觀念所構(gòu)成的制度文化現(xiàn)狀相適應(yīng)。
[Abstract]:Institutional "internalization" refers to a lot of evading or dissimilation behaviors caused by the institution's failure to innovate with the times or bring into play the institutional effect in time under the new environment. From the perspective of governance, it is the governance system links have problems. From this angle of view, this paper observes the system of villager autonomy in China, which is caused by the inadaptability of governance concept to system, and the phenomenon of institutional deconstruction and institutionalization in the current implementation of Chinese villager autonomy system, such as the main body of governance, governance behavior, governance concept and system. Although it is not entirely caused by the non-standard system at the national level, it is also related to the lack of awareness of the peasants' own political rights and the lack of the subject position, but the final results will lead to the weakening of the authority and cohesion of the system itself. Therefore, the realization of the modernization of the rural governance system not only needs to establish a sound, orderly and reasonable institutional system within the villagers' autonomy, but also needs the institutional system itself and its operating environment and system executors. The sense of political ability, political performance, sense of political responsibility, democratic consciousness and concept of legal system are suitable for the present situation of system culture.
