【摘要】：正人大表決的變遷大體上經(jīng)歷以下幾個(gè)階段:1954到1966年,鼓掌、舉手和無(wú)記名投票并用;1979年至1990年代,恢復(fù)鼓掌、舉手和無(wú)記名投票的同時(shí),出現(xiàn)電子表決;1990年代末至今,電子表決和無(wú)記名投票的拓展期。六十年來(lái),從鼓掌通過(guò)到現(xiàn)在的無(wú)記名投票、電子表決,人大表決方式變遷見(jiàn)證民主法制的行進(jìn)。1953年,法律規(guī)定全國(guó)人大會(huì)議選舉、通過(guò)議案和基層直接選舉采用舉手、無(wú)記名投票表決。1957年下半年反右斗爭(zhēng)開(kāi)始,人大制度開(kāi)始虛弱,除了選舉和任免,鼓掌成為主要表決方式。
