輿論監(jiān)督對(duì)行政效能的作用探析

【摘要】:行政效能作為行政管理能力的主要表現(xiàn),是衡量政府運(yùn)轉(zhuǎn)狀況的基本指標(biāo)。行政成本、行政效率、行政效果是判斷行政效能高低的價(jià)值標(biāo)準(zhǔn),追求高效能的政府是人類社會(huì)孜孜不倦的共同愿望。然而,由于現(xiàn)有制度的缺陷和人性的弱點(diǎn),多年來,效能低下成為各個(gè)行政部門難以克服的頑疾。隨著信息化時(shí)代的到來,傳統(tǒng)媒體和網(wǎng)絡(luò)呈現(xiàn)出高速發(fā)展的勢頭,輿論監(jiān)督作為“第四種權(quán)力”,在政治監(jiān)督方面,日益發(fā)揮出其他監(jiān)督機(jī)制難以企及的巨大的功效,成為提升行政效能的一劑良藥。輿論監(jiān)督因其報(bào)道及時(shí)、批評(píng)公開、輻射廣泛、威懾強(qiáng)勁的特點(diǎn),有力地揭露了行政機(jī)關(guān)不作為、慢作為、亂作為的現(xiàn)象,對(duì)行政機(jī)關(guān)的失職瀆職行為,進(jìn)行了有力的批評(píng)監(jiān)督。 輿論監(jiān)督通過外在的輿論壓力,轉(zhuǎn)變成行政機(jī)關(guān)提升行政效能的內(nèi)在動(dòng)力!捌毓狻貞(yīng)——執(zhí)行——改進(jìn)”模式,形象地反映了這一動(dòng)態(tài)過程:首先,媒體“曝光”行政效能低下的現(xiàn)象,引起行政部門的注意。行政人員調(diào)查情況后,通過報(bào)紙、電視,網(wǎng)絡(luò)等渠道積極“回應(yīng)”,然后制定解決方案,并妥善“執(zhí)行”。最后,針對(duì)媒體所反映的問題和不足,找出根源,積極“改進(jìn)”,并通過媒體反饋信息。從而使行政機(jī)關(guān)提高行政效率,降低行政成本,達(dá)成行政效果,切實(shí)提高行政效能,真正做到“勤政高效”。 然而,在現(xiàn)有的體制和新聞環(huán)境下,輿論監(jiān)督在提升行政效能的這一動(dòng)態(tài)過程中,往往陷入現(xiàn)實(shí)困境。在“曝光”階段,一些行政部門面對(duì)輿論監(jiān)督,“能捂就捂,能瞞就瞞”,造成媒體“失語”;而“瞞不了,遮不住”的,在“回應(yīng)”階段,一些行政機(jī)關(guān)就“走走過場”,應(yīng)付了事;在“執(zhí)行”階段,一些行政部門善于做到表面工作,而內(nèi)在問題難以解決和落實(shí);即使一些行政機(jī)關(guān)切實(shí)解決、妥善處理輿論反映的問題,但在“改進(jìn)”階段,由于沒有配套的保障機(jī)制,提升效能的結(jié)果也難以持久。然而,探求其根源,監(jiān)督機(jī)制的不合理,法制保障的不健全,評(píng)估機(jī)制的不合理,公務(wù)員素質(zhì)的低下,錯(cuò)誤政績觀的影響,都成為提升行政效能的巨大阻礙,也成為行政管理體制改革的隱患。 要走出輿論監(jiān)督在提升行政效能中的困境,必須在提升新聞工作者自身素質(zhì),健全輿論監(jiān)督機(jī)制的基礎(chǔ)上,充分發(fā)揮黨內(nèi)監(jiān)督、人大監(jiān)督、司法監(jiān)督、民主監(jiān)督等多種監(jiān)督渠道的功效,形成全方位的監(jiān)督體系。同時(shí),完善績效考核機(jī)制,擺正行政機(jī)關(guān)對(duì)輿論監(jiān)督的態(tài)度,使其積極主動(dòng)的接受監(jiān)督,從而推動(dòng)行政效能的逐步提高,實(shí)現(xiàn)“廉潔、勤政、務(wù)實(shí)、高效”的目標(biāo),使權(quán)力更好的在陽光下運(yùn)行。
[Abstract]:As the main performance of administrative management ability, administrative efficiency is the basic index to measure the state of government operation. Administrative cost, administrative efficiency and administrative effect are the values of judging administrative efficiency. The pursuit of high efficiency government is the common desire of human society. However, because of the defects of the existing system and the weakness of human nature In the past year, low efficiency has become a stubborn disease that the administrative departments can't overcome. With the advent of the information age, the traditional media and network show the momentum of rapid development. The supervision of public opinion as "fourth kinds of power", in the political supervision, it is increasingly exerting the enormous effect that other supervisory mechanisms are difficult to reach, and become the promotion of administrative efficiency. The public opinion supervision, due to its timely reporting, criticism of public, extensive radiation and strong deterrence, has forcefully revealed the inaction of the administrative organs, the slow act, the disorder as a phenomenon, and the powerful criticism and supervision of the malfeasance and malfeasance of the administrative organs.
Through the external pressure of public opinion, the supervision of public opinion is transformed into the internal power of the administrative organs to improve the administrative efficiency. The "exposure response - Implementation - improvement" model reflects the dynamic process. First, the media "exposure" of administrative efficiency is low, and the administrative department's attention is cited. After the investigation of the administrative personnel, Through the newspaper, television, network and other channels to actively "respond", and then formulate solutions, and properly "implementation". Finally, in view of the problems and shortcomings of the media, find out the root, actively "improve", and feedback information through the media, so that the administration can improve administrative efficiency, reduce administrative costs, achieve administrative effect, effectively improve The administrative efficiency is truly "diligent and efficient".
However, under the existing system and the news environment, the supervision of public opinion in this dynamic process of improving the administrative efficiency is often in a real predicament. In the "exposure" stage, some administrative departments face the supervision of public opinion, "cover up, hide and hide", and cause the media "to hide the words", and "can not hide and hide", in the "response" stage, Some administrative organs should "walk away" and deal with them. In the "execution" stage, some administrative departments are good at working on the surface, but the internal problems are difficult to be solved and implemented. Even if some administrative organs have solved the problem properly, they properly deal with the problems reflected by public opinion, but in the "improvement" stage, there is no supporting mechanism to improve the efficiency. The results of the ability are also difficult to persist. However, it is a great obstacle to improve the administrative efficiency by exploring its root causes, unreasonable supervision mechanism, unsound legal system, unreasonable evaluation mechanism, low quality of civil servants and the influence of wrong political achievements.
In order to get out of the predicament of the public opinion supervision in the promotion of the administrative efficiency, on the basis of improving the quality of the journalists themselves and perfecting the supervision mechanism of public opinion, we should give full play to the functions of supervision channels within the party, the supervision of the people's Congress, the judicial supervision, the democratic supervision and so on, and form a complete supervision system. The administration's attitude to the supervision of public opinion makes it actively and actively accepting supervision, thus promoting the gradual improvement of the administrative efficiency and achieving the goal of "clean, diligent, pragmatic and efficient", and making the power better run in the sun.
