【摘要】：住房市場的平穩(wěn)健康發(fā)展是事關(guān)我國經(jīng)濟發(fā)展和社會穩(wěn)定的大問題。自1978年推行住房商品化改革以來,我國經(jīng)過30多年的努力,逐步構(gòu)建起以所有關(guān)系為核心的住房體制。當前這種"購主租輔"的住房體制面臨正著土地供應(yīng)不足、市場發(fā)展過熱、住房自有率畸高等體制性問題。2016年兩會期間,中國政府提出要推動住房租賃制度改革,構(gòu)建"購租并舉"的住房新體制。住房租賃制度改革成為了推動我國住房體制改革的重要切入點。當前改革應(yīng)當提高住房租賃市場的層次定位,調(diào)整住房租賃市場是住房交易市場二級市場的基本定位;轉(zhuǎn)變住房租賃市場"二元制"的發(fā)展格局,矯正商品型市場與保障型市場隔離發(fā)展的現(xiàn)狀;改變"所有權(quán)中心主義"的民法秩序,穩(wěn)定不動產(chǎn)資源占有和用益關(guān)系,促進社會住房資源的物盡其用。
[Abstract]:The stable and healthy development of the housing market is a major issue affecting the economic development and social stability of our country. Since the implementation of the housing commercialization reform in 1978, after more than 30 years of efforts, China has gradually built up a housing system with all relations as the core. During the two sessions of.2016, the Chinese government proposed to promote the reform of the housing lease system and build a new housing system for the housing rental system. The reform of the housing leasing system has become an important entry point to promote the reform of the housing system in China. The reform of the housing lease should improve the level of the housing rental market. Adjusting the housing lease market is the basic position of the two level market in the housing market, changing the development pattern of the "two yuan system" in the housing lease market, correcting the current situation of the isolation and development of the commodity market and the guarantee market, changing the civil law order of the "ownership centralism", stabilizing the possession and usufruct of the real estate resources and promoting the social housing capital.
