《政治生活》法治主題教學(xué)模塊的建構(gòu)與實(shí)施研究

【摘要】:自十八屆四中全會(huì)提出“把法治教育納入國(guó)民教育體系,這就要從青少年抓起,在中小學(xué)設(shè)立法治知識(shí)課程”之后,各地的學(xué)校都在積極貫徹落實(shí)。隨之,教育部頒布了《青少年法治教育大綱》,進(jìn)一步引起了學(xué)校對(duì)法治教育的重視。目前,高中生的法治意識(shí)有所覺醒,但依舊存在法律至上意識(shí)欠缺、平等意識(shí)薄弱、權(quán)利意識(shí)存在偏差、義務(wù)意識(shí)淡薄、程序意識(shí)欠佳等問題。思想政治課的性質(zhì)決定了其必須承擔(dān)起法治教育的重任。在過(guò)去實(shí)驗(yàn)版教材的教學(xué)中,教師主要采用了滲透教學(xué)法進(jìn)行法治教育,但這種教學(xué)方法下的法治教育具有一定的分散性、附帶性,加之教師的法治素養(yǎng)不同,法治教育效果欠佳,無(wú)法很好地貫徹落實(shí)新時(shí)期法治教育的方針、政策。因此,政治教師有必要進(jìn)行法治教育新途徑的探索,進(jìn)行《政治生活》法治主題教學(xué)模塊建構(gòu)的嘗試。法治主題教學(xué)模塊的建構(gòu)使法治教育更加具有系統(tǒng)性、針對(duì)性、高效性,能夠很好地彌補(bǔ)滲透教學(xué)法的缺陷,具有較好的可行性。教師可以《政治生活》教材為依托,以《青少年法治教育大綱》等國(guó)家相關(guān)政策為支撐,以課堂教學(xué)為平臺(tái),進(jìn)行法治主題教學(xué)模塊的建構(gòu)。《政治生活》共包含四個(gè)單元,依據(jù)課程標(biāo)準(zhǔn)中對(duì)《政治生活》法治的相關(guān)規(guī)定、《政治生活》中的法治資源、學(xué)生的實(shí)際法治需求以及社會(huì)的法治熱點(diǎn),結(jié)合實(shí)際的教學(xué)需要,可建構(gòu)四個(gè)法治主題的教學(xué)模塊:公民的有序參與、國(guó)家機(jī)關(guān)的依法工作、共產(chǎn)黨的依法執(zhí)政、社會(huì)的法治熱點(diǎn)。每個(gè)法治主題教學(xué)模塊都包含許多豐富的法治教育內(nèi)容以及相應(yīng)的法治教育目標(biāo),并為教師提供各法治知識(shí)點(diǎn)對(duì)應(yīng)的法律參考文件。為了更好地提高《政治生活》法治主題教學(xué)模塊的法治教育效果,本文還進(jìn)一步探討了實(shí)施的策略。在實(shí)施的過(guò)程中,教師應(yīng)堅(jiān)持相應(yīng)的教學(xué)原則,靈活運(yùn)用主題教育、案例教學(xué)、角色模擬、法治實(shí)踐活動(dòng)、網(wǎng)絡(luò)法治平臺(tái)等方法。除此之外,教師還應(yīng)避免實(shí)施過(guò)程的形式化與教條化,不斷提高自身的法治素養(yǎng),做好法治表率,從而更好地培養(yǎng)學(xué)生的法治意識(shí),使其成為社會(huì)主義法治的忠實(shí)崇尚者、自覺遵守者和堅(jiān)定捍衛(wèi)者。
[Abstract]:Since the fourth Plenary session of the 18th CPC Central Committee put forward "bringing the education of the rule of law into the national education system, this should start with the young people and set up a curriculum on the knowledge of the rule of law in primary and secondary schools". Subsequently, the Ministry of Education promulgated the outline of Juvenile Rule of Law Education, which further aroused the attention of schools to the rule of law education. At present, high school students' awareness of the rule of law is awakened, but there are still some problems, such as lack of law supremacy, weak sense of equality, deviation of consciousness of right, weak consciousness of obligation, poor consciousness of procedure, etc. The nature of ideological and political course determines that it must undertake the important task of education of rule of law. In the teaching of experimental textbooks in the past, teachers mainly adopted the permeable teaching method to educate the rule of law. However, the rule of law education under this teaching method has a certain degree of dispersion and collateral, in addition, the teachers' literacy of rule of law is different. The effect of rule of law education is not good enough to carry out the principle and policy of rule of law education in the new period. Therefore, it is necessary for political teachers to explore new ways of education on the rule of law and try to construct the subject teaching module of "political life". The construction of subject teaching module of rule of law makes the education of rule of law more systematic, targeted and efficient, which can make up for the defect of permeating teaching method and has good feasibility. Teachers can construct the subject teaching module of rule of law based on the textbook of "political life", supported by the relevant national policies, such as the outline of Youth Rule of Law Education, and on the platform of classroom teaching. "political Life" consists of four units. According to the relevant regulations of "political life" rule of law in the curriculum standard, the rule of law resources in "political life", the students' actual demand for the rule of law and the social hot spots of the rule of law, combined with the actual teaching needs, We can construct four teaching modules on the subject of rule of law: citizen's orderly participation, the work of state organs according to law, the ruling by law of the Communist Party, and the hot spot of the rule of law in society. Each subject teaching module of rule of law contains a lot of rich contents of rule of law education and the corresponding goal of rule of law education, and provides teachers with legal reference documents corresponding to each knowledge point of rule of law. In order to improve the effect of rule of law education in the subject teaching module of "political Life", this paper further discusses the implementation strategy. In the process of implementation, teachers should adhere to the corresponding teaching principles, and use flexible methods such as thematic education, case teaching, role simulation, practice of rule by law, network rule of law platform and so on. In addition, teachers should avoid the formalization and dogmatism of the implementation process, constantly improve their own legal literacy, make a good example of the rule of law, so as to better cultivate students' awareness of the rule of law, and make them become faithful advocates of the socialist rule of law.
