【摘要】：網(wǎng)絡(luò)政治是互聯(lián)網(wǎng)上客觀存在的、與政治活動(dòng)密切相關(guān)的包括政治權(quán)力、政治意識(shí)、政治體系、政治行為、政治管理、政治參與、政治發(fā)展等內(nèi)容的政治現(xiàn)象。從理論層面看，，網(wǎng)絡(luò)政治監(jiān)督是政治參與的子課題，操作層面是網(wǎng)絡(luò)政治參與的一種主要的形式。網(wǎng)民在參與網(wǎng)絡(luò)政治監(jiān)督的過(guò)程中，既監(jiān)督政府的行政過(guò)程，也能夠通過(guò)網(wǎng)絡(luò)平臺(tái)表達(dá)網(wǎng)民的政治意愿，保障憲法賦予的監(jiān)督權(quán)利。 網(wǎng)絡(luò)政治監(jiān)督作為信息時(shí)代的一種新的政治參與形式，雖然只是政治參與過(guò)程中的一部分，即監(jiān)督部分，但是對(duì)現(xiàn)實(shí)社會(huì)中的政治參與活動(dòng)會(huì)產(chǎn)生變革性的影響。首先是因?yàn)榫W(wǎng)絡(luò)政治監(jiān)督具有的五組特征：第一，草根性與民粹性。這組特征一方面能夠反映部分社會(huì)底層群體的政治意愿和訴求，另一方面也會(huì)對(duì)意識(shí)形態(tài)的宣傳起到消解作用。第二，平等性與廣泛性。包括監(jiān)督主體和監(jiān)督客體的廣泛性，以及二者在監(jiān)督過(guò)程中的平等性。第三，快捷性和高效性。特別是在互聯(lián)網(wǎng)移動(dòng)終端普及后，網(wǎng)絡(luò)傳播的快捷性對(duì)的官僚體制的科層制形成了巨大沖擊。第四，互動(dòng)性與凝聚性。在網(wǎng)絡(luò)共同體中，成員有共同的興趣愛(ài)好和關(guān)注點(diǎn)，隨著網(wǎng)絡(luò)社交工具的發(fā)展，共同體內(nèi)部成員可以實(shí)現(xiàn)快捷高效的溝通；但這組特征也會(huì)導(dǎo)致“群體極化”和“網(wǎng)絡(luò)暴力”等負(fù)面效應(yīng)。第五，多樣性與直觀性。多樣性表現(xiàn)在：一是網(wǎng)絡(luò)政治監(jiān)督的主體的自然情況和階層情況是多樣的，因此在表達(dá)觀點(diǎn)時(shí)的傾向性也是多樣的，本文對(duì)五種傾向進(jìn)行了分析；二是，網(wǎng)絡(luò)政治監(jiān)督的途徑是多樣的。直觀性則主要體現(xiàn)在傳播內(nèi)容的直觀，在移動(dòng)網(wǎng)絡(luò)終端廣泛普及的社會(huì)，網(wǎng)絡(luò)對(duì)于突發(fā)事件的“直播”往往圖文并茂，并且更新速度迅速。 文章提出了網(wǎng)絡(luò)政治監(jiān)督的基本功能主要體現(xiàn)在對(duì)于我國(guó)民主政治進(jìn)程的積極效果上。主要表現(xiàn)在以下四個(gè)方面：第一，改善了民主政治參與的方式。第二，推進(jìn)反腐倡廉工作。第三，網(wǎng)絡(luò)政治監(jiān)督促進(jìn)了權(quán)力機(jī)關(guān)的信息公開(kāi)。第四，對(duì)于探索網(wǎng)絡(luò)民主具有示范作用。文章還分析了網(wǎng)絡(luò)政治監(jiān)督在當(dāng)前面臨的挑戰(zhàn)，主要包括信息傳播的隨意化、觀點(diǎn)傳播的極端化和效果傳播的污名化三個(gè)方面。 隨著信息技術(shù)的普及，網(wǎng)絡(luò)政治監(jiān)督必將成為未來(lái)中國(guó)民主政治發(fā)展的推動(dòng)力量和主要依靠力量，如何將網(wǎng)絡(luò)政治監(jiān)督變?yōu)橐环N機(jī)制，納入正規(guī)化軌道，使公民在通過(guò)網(wǎng)絡(luò)表達(dá)政治意愿的時(shí)候不觸犯法律，文章從四個(gè)方面探討了網(wǎng)絡(luò)政治監(jiān)督的發(fā)展路徑：第一，建構(gòu)網(wǎng)絡(luò)政治監(jiān)督的文化基礎(chǔ)；第二，推進(jìn)網(wǎng)絡(luò)政治監(jiān)督的法制建設(shè)；第三，善對(duì)網(wǎng)絡(luò)政治監(jiān)督的輿情民意；第四，放大網(wǎng)絡(luò)政治監(jiān)督的積極效應(yīng)。
[Abstract]:Network politics is an objective existence on the Internet. It is closely related to political activities, including political power, political consciousness, political system, political behavior, political management, political participation, political development and other political phenomena. From the theoretical level, network political supervision is a sub-topic of political participation, and operational level is a main form of network political participation. In the process of participating in the network political supervision, the netizens can not only supervise the administrative process of the government, but also express the political will of the netizens through the network platform, so as to ensure the supervision rights conferred by the constitution. As a new form of political participation in the information age, network political supervision is only a part of the process of political participation, that is, the part of supervision, but it will have a transformative effect on the political participation activities in the real society. First, because of the five characteristics of network political supervision: first, grass root and populism. On the one hand, these characteristics can reflect the political will and demands of some underclass groups, on the other hand, they also play a role in dispelling the propaganda of ideology. Second, equality and universality. It includes the universality of the subject and object of supervision, and the equality of them in the process of supervision. Third, quickness and efficiency. Especially after the popularity of Internet mobile terminals, the rapid transmission of the network has a huge impact on the bureaucracy. Fourth, interaction and cohesion. In the network community, the members have the same interests and concerns. With the development of the network social tools, the members of the community can communicate quickly and efficiently. But this set of characteristics can also lead to "group polarization" and "cyber violence" and other negative effects. Fifth, diversity and intuitiveness. Diversity is manifested in: first, the natural situation and stratum situation of the main body of network political supervision are diverse, therefore, the tendency of expressing views is also diverse, this paper analyzes five tendencies; second, The channels of network political supervision are diverse. Intuitionism is mainly reflected in the intuitionistic communication content. In the society where mobile network terminals are widely popularized, the "live broadcast" of unexpected events is often illustrated and updated rapidly. The paper puts forward that the basic function of network political supervision is mainly reflected in the positive effect on the democratic political process of our country. Mainly in the following four aspects: first, improved the way of democratic political participation. Second, promote the work of combating corruption and promoting clean government. Third, network political supervision promotes the information disclosure of power organs. Fourth, to explore the network democracy has the demonstration function. The paper also analyzes the challenges that network political supervision is facing at present, which mainly includes three aspects: the random dissemination of information, the extreme of opinion dissemination and the stigmatization of effect communication. With the popularization of information technology, network political supervision will become the driving force and the main force of democratic political development in the future in China. How to turn the network political supervision into a mechanism and bring it into the formalization orbit, So that citizens do not violate the law when expressing their political will through the network, the article discusses the development path of network political supervision from four aspects: first, to construct the cultural foundation of network political supervision; second, to discuss the development path of network political supervision: first, to construct the cultural foundation of network political supervision; second, Promote the legal construction of network political supervision; third, improve the public opinion of network political supervision; fourth, enlarge the positive effect of network political supervision.
