【摘要】： 美國“輸出民主”中的“民主”指的是“美國式民主”,因此美國“輸出民主”指的是美國把自己的民主制度輸出到其他國家。美國在全世界竭力塑造自己民主與自由的形象,把輸出民主視為一項獨有的使命來承擔。根深蒂固的思想文化根源一直持續(xù)地影響著美國人的思維和政策取向,向來都影響著美國對外輸出民主政策,但經(jīng)濟利益和政治利益驅(qū)動是其輸出民主的主要動因。冷戰(zhàn)后美國輸出民主與以前相比無論從內(nèi)容到形式都有了一些新的發(fā)展,并呈現(xiàn)出一些新的特點。對于美國來說,輸出民主的真正動機和根本目標一直是想確立自己在全世界的領導地位,因為在由民主構成的世界秩序中,美國自認為是當然的領袖。冷戰(zhàn)結(jié)束后,美國作為唯一的超級大國,綜合實力領先于其他國家,這使得美國覺得離既定目標只有一步之遙了。為盡早實現(xiàn)美國統(tǒng)治的大同世界,美國加大了輸出民主的力度。冷戰(zhàn)后,克林頓政府與小布什政府都對輸出民主進行強化,使輸出民主這一政策呈現(xiàn)出新的特點,使促進民主成為美國實現(xiàn)其全球安全利益的前提條件。為了利用輸出民主來實現(xiàn)美國利益,分別在拉美、中東、非洲等很多地區(qū)利用不同方式大力推行這一政策。美國的這一舉措,不論是對自身還是對象國,都會帶來一些負面影響。美國奧巴馬新政府上臺后,對外傳播其價值觀、輸出其民主的宗旨并沒有改變,預計今后一段時期,美國將會繼續(xù)奉行輸出民主政策。 本文第一章主要論述了美國“輸出民主”戰(zhàn)略的由來及演變,分別從美國式民主的概念、美國“輸出民主”戰(zhàn)略的由來兩方面進行說明；第二章主要論述冷戰(zhàn)后美國“輸出民主”戰(zhàn)略的演變及特點,從冷戰(zhàn)后美國“輸出民主”戰(zhàn)略實施的動因和實施策略來說明,對克林頓政府和小布什政府輸出民主戰(zhàn)略調(diào)整分別進行闡述,并且對冷戰(zhàn)后輸出民主呈現(xiàn)的新特點進行歸納。第三章以拉美、中東、非洲為例對冷戰(zhàn)后美國“輸出民主”的具體實例進行分析。第四章闡述了美國“輸出民主”的影響及發(fā)展趨勢,詳細分析了美國輸出民主實施對自身及對象國的影響,并對未來的發(fā)展趨勢進行預測。
[Abstract]:In American "export democracy", "democracy" refers to "American-style democracy", so American "export democracy" means that the United States exports its own democratic system to other countries. The United States strives to shape its own image of democracy and freedom throughout the world, taking on export democracy as a unique mission. The deep-rooted ideological and cultural roots have continuously influenced American thinking and policy orientation, and have always influenced American foreign export democratic policy. However, economic and political interests are the main driving forces to export democracy. After the Cold War, American export democracy has some new development and some new characteristics, both in content and form. For the United States, the real motivation and fundamental goal of exporting democracy has always been to establish its own leadership in the world, because in a world order made up of democracy, the United States considers itself a natural leader. After the end of the Cold War, the United States, as the sole superpower, was ahead of other countries in overall strength, which made it feel that it was only one step away from its stated goal. In order to realize the unified world of American rule as soon as possible, the United States increased its efforts to export democracy. After the Cold War, both the Clinton administration and the Bush administration strengthened the export democracy, which made the policy of export democracy take on new characteristics, and the promotion of democracy became the precondition for the United States to realize its global security interests. In order to use export democracy to realize the interests of the United States, in Latin America, the Middle East, Africa and many other regions to vigorously pursue this policy in different ways. The US move will have some negative consequences, both for itself and for the target country. Since the new Obama administration came to power in the United States, the purpose of spreading its values and exporting its democracy has not changed. It is expected that for some time to come, The first chapter of this paper mainly discusses the origin and evolution of American "export democracy" strategy, which is explained from the concept of American-style democracy and the origin of American "export democracy" strategy. The second chapter mainly discusses the evolution and characteristics of American "export democracy" strategy after the cold war, and explains from the reason and the implementation strategy of American "export democracy" strategy after the cold war. This paper expounds the adjustment of export democracy strategy of Clinton administration and Bush administration respectively, and sums up the new characteristics of exporting democracy after the cold war. Chapter three takes Latin America, Middle East and Africa as examples. The fourth chapter expounds the influence and development trend of American "export democracy", analyzes in detail the influence of American export democracy implementation on itself and the target country, and forecasts the future development trend.
