【摘要】： 在現(xiàn)代民主社會,輿論與政治的關(guān)系歷來都是相輔相成。對處于社會轉(zhuǎn)型時期的中國而言,隨著互聯(lián)網(wǎng)的普及與應(yīng)用,網(wǎng)絡(luò)輿論也發(fā)揮著越來越重要的作用,它所代表的民意正深刻地影響著我國民主政治發(fā)展的進(jìn)程。因此,關(guān)注網(wǎng)絡(luò)輿論,探討對我國現(xiàn)行民主政治發(fā)展的影響,有利于更好的研究我國網(wǎng)絡(luò)輿論生態(tài)。 此外,當(dāng)前研究網(wǎng)絡(luò)輿論對民主政治的影響與發(fā)展,往往陷入“網(wǎng)絡(luò)輿論的利弊論”,即過度肯定網(wǎng)絡(luò)輿論的積極影響,認(rèn)為它將給我國現(xiàn)行民主政治帶來革命性的發(fā)展或是過度否定網(wǎng)絡(luò)輿論的消極因素,認(rèn)為不過是虛擬世界的自我狂歡。究其原因,都是由于沒有將網(wǎng)絡(luò)輿論與我國現(xiàn)實語境相結(jié)合分析的結(jié)果。因此,本人希望結(jié)合我國現(xiàn)實語境,透視網(wǎng)絡(luò)輿論,分析其對我國現(xiàn)行民主政治的促進(jìn)與阻礙因素,提出網(wǎng)絡(luò)時代下我國現(xiàn)行民主政治可持續(xù)發(fā)展的一些建議。同時,跳出網(wǎng)絡(luò)輿論利大還是弊大的爭論,重新審視網(wǎng)絡(luò)輿論,明確網(wǎng)絡(luò)輿論對我國現(xiàn)行民主政治的效用與限度問題。 整篇論文的闡述基于知情權(quán)、表達(dá)權(quán)、參與權(quán)、監(jiān)督權(quán)四個方面,從政治參與、政治監(jiān)督、公共政策三方面作為切入點,通過對我國網(wǎng)絡(luò)輿論的分析,推導(dǎo)網(wǎng)絡(luò)輿論對我國民主政治的影響,以及這些影響給我國民主政治所帶來的變化。全文共分5個部分,其中第二章、第三章為本文重點部分,具體框架如下: 緒論部分,主要介紹該論文研究緣起、研究意義以及研究方法。 第一章,主要闡釋網(wǎng)絡(luò)輿論與民主政治的定義,概述網(wǎng)絡(luò)輿論在我國的發(fā)展歷程,并從政治功能、價值角度出發(fā),對我國民主政治進(jìn)行界定。 第二章,介紹我國現(xiàn)行民主政治發(fā)展的概況以及面臨的挑戰(zhàn),透過當(dāng)前網(wǎng)絡(luò)輿論熱點事件,剖析網(wǎng)絡(luò)輿論中蘊(yùn)含的積極因素,并分析這些積極因素對我國現(xiàn)行民主政治所帶來的影響,從而探討我國在民主政治建設(shè)中應(yīng)如何充分利用網(wǎng)絡(luò)平臺,發(fā)揮網(wǎng)絡(luò)輿論正功能。 第三章,分析網(wǎng)絡(luò)輿論對我國現(xiàn)行民主政治所帶來的消極影響,解讀造成網(wǎng)絡(luò)輿論非理性的原因,并提出制約網(wǎng)絡(luò)輿論消極影響的對策建議。 結(jié)語部分,對全文作綜述性的評論,肯定網(wǎng)絡(luò)輿論對我國現(xiàn)行民主政治發(fā)展的價值,同時指出,網(wǎng)絡(luò)輿論依舊處于我國民主政治發(fā)展核心的外圍。但是,從網(wǎng)絡(luò)輿論中,我們可以看到我國公共領(lǐng)域與市民社會的發(fā)展,可以預(yù)見我國加快邁向高度社會主義民主政治的光明前景。
[Abstract]:In modern democratic society, the relationship between public opinion and politics has always been complementary. For China, which is in the period of social transformation, with the popularization and application of the Internet, Internet public opinion is playing a more and more important role, and the public opinion it represents is profoundly affecting the process of the development of democratic politics in China. Therefore, paying attention to the network public opinion and probing into the influence on the development of our country's current democratic politics are beneficial to the study of our country's network public opinion ecology. In addition, the current study of the influence and development of network public opinion on democratic politics often falls into "the pros and cons of network public opinion", that is, over-affirming the positive influence of network public opinion. It is thought that it will bring revolutionary development to the current democratic politics of our country or negate the negative factor of the network public opinion excessively, it is only the self-revelry of the virtual world. The reason is that the network public opinion has not been combined with the real context of our country. Therefore, I hope to combine the reality context of our country, perspective the network public opinion, analyze its promotion and hindering factor to our country's current democratic politics, put forward some suggestions of the sustainable development of our country's current democratic politics under the network age. At the same time, it is necessary to examine the network public opinion again and make clear the effect and limitation of the network public opinion on the current democratic politics of our country. The whole paper is based on the four aspects of the right to know, the right of expression, the right of participation, the right of supervision, from the political participation, the political supervision, the public policy as the breakthrough point, through the analysis of our country's network public opinion. The influence of network public opinion on democratic politics in China and the changes brought about by these influences are deduced. This paper is divided into five parts, the second chapter, the third chapter is the focus of this article, the specific framework is as follows: The introduction part mainly introduces the origin, significance and research method of this paper. The first chapter mainly explains the definition of network public opinion and democratic politics, summarizes the development course of network public opinion in our country, and starts from the political function and the value angle, carries on the definition to our country democratic politics. The second chapter introduces the general situation and challenges of the current democratic politics development in China, analyzes the positive factors contained in the network public opinion through the current hot issues of public opinion on the Internet. This paper also analyzes the influence of these positive factors on the current democratic politics of our country, and probes into how to make full use of the network platform and exert the positive function of the network public opinion in the construction of the democratic politics in our country. The third chapter analyzes the negative influence of network public opinion on the current democratic politics of our country, explains the causes of irrationality of network public opinion, and puts forward countermeasures and suggestions to restrict the negative influence of network public opinion. In the conclusion part, the author makes a summary comment on the full text, affirms the value of the network public opinion to the development of the current democratic politics in our country, and points out that the network public opinion is still in the periphery of the core of the democratic politics development of our country. However, from the network public opinion, we can see the development of our country's public domain and civil society, and can foresee the bright prospect of our country speeding up to a high degree of socialist democratic politics.
