【摘要】：農(nóng)地經(jīng)營(yíng)收益的公平分配直接關(guān)系到"三權(quán)分置"的順利推進(jìn)和目標(biāo)實(shí)現(xiàn)。農(nóng)戶(hù)和土地經(jīng)營(yíng)權(quán)人是農(nóng)地經(jīng)營(yíng)收益分配的主體。收益分配制度應(yīng)當(dāng)兼顧自由、效率和公平價(jià)值理念。應(yīng)充分尊重農(nóng)民權(quán)利和自主性,堅(jiān)持自愿有償原則。政府應(yīng)當(dāng)為土地經(jīng)營(yíng)權(quán)流轉(zhuǎn)提供制度激勵(lì),促進(jìn)規(guī)模經(jīng)營(yíng)收益的有效均衡分配。
[Abstract]:The fair distribution of agricultural land management income is directly related to the smooth promotion and realization of the three rights division. Farmers and land operators are the main body of the distribution of agricultural land management income. Income distribution system should take into account the concept of freedom, efficiency and fair value. We should fully respect the rights and autonomy of farmers and adhere to the principle of voluntary compensation. The government should provide institutional incentives for the circulation of land management rights and promote the effective and balanced distribution of income from scale management.
