【摘要】：黨內(nèi)民主是黨的生命。發(fā)展黨內(nèi)民主,根本在于黨內(nèi)民主制度化,而黨內(nèi)民主制度建設(shè)的實質(zhì)就是科學(xué)地設(shè)置黨內(nèi)的權(quán)力體系,使其形成黨內(nèi)“結(jié)構(gòu)合理、配置科學(xué)、組織嚴(yán)密、制約有效的權(quán)力運行機制”,要把本應(yīng)屬于黨員的權(quán)力交還給黨員。本文按照黨內(nèi)權(quán)力的來源、產(chǎn)生、運作、監(jiān)管的順序?qū)Ⅻh內(nèi)民主制度依次劃分為：黨員權(quán)利保障制度、選舉制度、黨員大會和黨的代表大會制度與黨委會制度、監(jiān)督制度。 本文正文分為五部分,第一部分,黨內(nèi)民主制度建設(shè)理論概述,本章對黨內(nèi)民主制度建設(shè)的實質(zhì)、內(nèi)容和地位進行闡述。第二部分,在總結(jié)黨內(nèi)民主制度建設(shè)的歷程后,闡述了黨內(nèi)民主制度建設(shè)存在的問題,分別為：民主權(quán)利意識與制度意識的淡薄、規(guī)章制度可操作性差與執(zhí)行不嚴(yán)格、黨員民主權(quán)利保障水平低、黨內(nèi)選舉制度還不夠完善、黨代會難以發(fā)揮作用、全委會的作用發(fā)揮不夠、黨內(nèi)監(jiān)督制度的完全落實有待時日。第三部分,以黨代會常任制為核心推進黨內(nèi)民主制度建設(shè),本章在論述將黨內(nèi)最高權(quán)力集中于黨代會,實現(xiàn)黨內(nèi)權(quán)力分解與制約是黨內(nèi)民主制度建設(shè)的關(guān)鍵后,具體闡述了黨代會常任制的意義和幾種模式。黨代會常任制根本體現(xiàn)了黨員當(dāng)家作主的要求,使黨內(nèi)權(quán)力的運行回歸到正常的軌道上來。理想的模式為黨代表專職制；漸進模式為黨代會年會制與黨代表常任制、黨代會常設(shè)機構(gòu)及運行機制。第四部分,完善黨內(nèi)民主制度的相關(guān)改革,包括完善黨委會制度、黨內(nèi)選舉制度、監(jiān)督制度、黨員權(quán)利保障制度、培育與普及黨內(nèi)民主權(quán)利意識與制度意識。第五部分,結(jié)語。制約黨內(nèi)權(quán)力,實現(xiàn)黨內(nèi)民主的制度創(chuàng)新,是擺在黨面前的迫切難題,而這根本上是黨內(nèi)利益分配和調(diào)整問題。正確處理和調(diào)整各種利益群體之間的關(guān)系,這不僅考驗著黨的創(chuàng)新能力,更是需要作為全民族先鋒隊的黨必須有為黨員為民眾改革的堅定決心、勇氣和徹底行動!
[Abstract]:Inner-Party democracy is the life of the Party. The development of inner-party democracy lies in the institutionalization of inner-party democracy, and the essence of the inner-party democratic system construction is to set up the power system within the party scientifically so as to form the inner-party "rational structure, scientific configuration and tight organization." To restrict the effective mechanism of power operation, we should return the power that belongs to the Party member. According to the source, generation, operation and supervision of inner-party power, this paper divides the inner-party democratic system into three parts: the party members' rights guarantee system, the election system, the party Congress system and the party committee system, and the supervision system. The text of this paper is divided into five parts. The first part is an overview of the theory of inner-party democratic system construction. This chapter expounds the essence, content and status of the inner-party democratic system construction. The second part, after summing up the course of the construction of the inner-party democratic system, expounds the problems existing in the construction of the inner-party democratic system, such as the weak consciousness of democratic right and the consciousness of the institution, the poor maneuverability of the rules and regulations, and the lack of strict enforcement. The party members' democratic rights guarantee level is low, the inner-party election system is not perfect, the party Congress is difficult to play its role, the chairman's role is not enough, and the complete implementation of the inner-party supervision system will take time. The third part, taking the permanent system of the Party Congress as the core, promotes the construction of the inner-party democratic system. This chapter discusses that the key to the construction of the inner-party democratic system is to concentrate the supreme power of the Party on the Party Congress and to realize the power decomposition and restriction within the Party. Elaborated the party Congress permanent system in detail the significance and several kinds of models. The permanent system of the Party Congress embodies the demand of the Party members to be the master of their own affairs and returns the power within the Party to the normal track. The ideal mode is the full-time system of the party representatives, the gradual mode is the annual meeting system of the party Congress and the permanent system of the party representatives, the permanent organization and the operating mechanism of the party Congress. The fourth part is to perfect the relative reform of the inner-party democratic system, including perfecting the party committee system, the inner-party election system, the supervision system, the party members' rights guarantee system, and cultivating and popularizing the inner-party democratic right consciousness and the system consciousness. The fifth part, conclusion. It is an urgent problem for the Party to restrict the power within the Party and to realize the system innovation of the democracy within the Party, which is fundamentally the issue of the distribution and adjustment of the interests within the Party. Correctly handling and adjusting the relations between various interest groups not only tests the Party's innovative ability, but also requires the Party, as the vanguard of the whole nation, to have firm determination, courage, and thorough action for the Party members to reform for the masses!
