【摘要】：歐洲當(dāng)前面臨著諸多危機(jī)和挑戰(zhàn),特別是債務(wù)危機(jī)、難民危機(jī)、恐怖主義襲擊,以及英國(guó)退出歐盟等一系列問(wèn)題,但歐洲國(guó)家和歐盟在應(yīng)對(duì)這些問(wèn)題時(shí)顯得捉襟見(jiàn)肘,其合法性和有效性也因此受到了越來(lái)越多的質(zhì)疑。在歐洲國(guó)家層面,代議制民主與精英治理模式的合法性陷入困境,而傳統(tǒng)的中左和中右翼主流政黨在政策的有效性方面遇到的種種問(wèn)題,直接導(dǎo)致民粹主義力量的興起,并對(duì)原有政黨政治格局造成了嚴(yán)重沖擊。在歐盟層面,在多重危機(jī)面前,其長(zhǎng)期存在的"民主赤字"問(wèn)題進(jìn)一步加重,同時(shí),在應(yīng)對(duì)各種問(wèn)題的過(guò)程中,歐盟表現(xiàn)出來(lái)的無(wú)力感更加突出了其有效性危機(jī)。
[Abstract]:Europe is facing a number of crises and challenges, especially the debt crisis, the refugee crisis, the terrorist attack, and the British withdrawal from the European Union, but the European countries and the European Union are unable to cope with these problems. The legitimacy and effectiveness of the European countries are being questioned more and more. The legitimacy of the model of democracy and elite governance has fallen into a dilemma, and the problems encountered by the traditional middle left and middle right mainstream parties in the effectiveness of policy directly lead to the rise of populist forces and a serious impact on the original political pattern of the party. At the EU level, the long-term existence of the "people" in the face of multiple crises is the "people". The problem of "main deficit" is further aggravated. At the same time, in the process of coping with various problems, the EU's sense of powerlessness has highlighted its effectiveness crisis.
