【摘要】：參政議政建設(shè)對(duì)于我國(guó)政黨制度的意義有三個(gè)方面：首先,參政議政建設(shè)是體現(xiàn)我國(guó)政黨制度優(yōu)越性的必然要求,一是參政議政建設(shè)有利于體現(xiàn)我國(guó)多黨合作的優(yōu)勢(shì),二是參政議政建設(shè)促進(jìn)了我國(guó)民主的發(fā)展；其次,參政議政建設(shè)是民主黨派更好的履行職能的需要,一是參政議政建設(shè)是加強(qiáng)民主黨派監(jiān)督功能需要,二是參政議政建設(shè)是民主黨派的發(fā)揮參政議政職能需要；再次,執(zhí)政黨執(zhí)政的合法性要求加強(qiáng)參政議政建設(shè),是參政議政是執(zhí)政黨聯(lián)系群眾的重要紐帶,二是參政議政建設(shè)是穩(wěn)定執(zhí)政黨與參政黨的關(guān)系的需要。現(xiàn)階段我國(guó)參政議政建設(shè)取得了良好的效果,但是就形勢(shì)的發(fā)展來(lái)看,參政議政建設(shè)跟不上經(jīng)濟(jì)、社會(huì)、政治、文化等發(fā)展的需要,參政議政建設(shè)還存在著諸多問(wèn)題和障礙。首先,參政議政建設(shè)缺乏制度性保障,一是參政議政職能缺乏完整具體的制度性描述,二是參政議政工作機(jī)制不健全；其次,黨政領(lǐng)導(dǎo)和民主黨派對(duì)參政議政認(rèn)識(shí)不足,一是黨政領(lǐng)導(dǎo)在思想上對(duì)參政議政的重要性認(rèn)識(shí)不足,二是民主黨派參政議政意識(shí)的不高使參政議政建設(shè)缺乏動(dòng)力；再次,民主黨派參政議政資源未有效整合,是民主黨派智力資源整合不夠限制了其優(yōu)勢(shì)的發(fā)揮,二是民主黨派社會(huì)力量整合不夠?qū)е律鐣?huì)影響力下降。最后,民主黨派參政議政工作缺少足夠的時(shí)間,一是參政議政人員的兼職性導(dǎo)致參政議政的時(shí)間不足,二是參政議政時(shí)間的不足對(duì)國(guó)家權(quán)力機(jī)關(guān)決策的制約。筆者在分析參政議政建設(shè)存在的問(wèn)題的基礎(chǔ)上,從四個(gè)角度提出了進(jìn)行參政議政建設(shè)的措施。首先,有效的保障機(jī)制和充足的參政議政時(shí)間是前提條件,一要加強(qiáng)制度性建設(shè),為參政議政機(jī)制建設(shè)提供制度保障,二要加大力度培養(yǎng)相關(guān)人才,為參政議政建設(shè)提供人才保障,三要提供足夠的經(jīng)費(fèi),為參政議政機(jī)制建設(shè)提供物質(zhì)保障,四是增加民主黨派參政議政時(shí)間,為參政議政提供時(shí)間保障。其次,健全參政議政工作機(jī)制是參政議政建設(shè)的根本任務(wù),一要完善領(lǐng)導(dǎo)機(jī)制,二要完善專題調(diào)研機(jī)制,三要完善參政議政激勵(lì)機(jī)制,四要建立參政議政資源共享機(jī)制；再次,加強(qiáng)民主黨派自身建設(shè)以適應(yīng)參政議政建設(shè)需要,一要以發(fā)展的理念促進(jìn)民主黨派的思想建設(shè),二要以創(chuàng)新的關(guān)念促進(jìn)民主黨派組織建設(shè),第三要以務(wù)實(shí)的信念促進(jìn)民主黨派能力建設(shè)。
[Abstract]:There are three aspects of the significance of the construction of participating in politics and discussing politics to the political party system of our country: first, the construction of participation in politics and discussion of politics is the inevitable requirement to embody the superiority of our political party system, the first is that the construction of participating in politics and discussing politics is beneficial to the embodiment of the advantages of multi-party cooperation in our country. Second, the construction of political participation and discussion has promoted the development of democracy in China; secondly, the construction of participation in political affairs is the need for the democratic parties to better perform their functions, and the first is the need to strengthen the supervisory function of democratic parties. Second, the construction of political participation and discussion is the need for the democratic parties to play their role in political participation and discussion; thirdly, the legitimacy of the ruling party requires strengthening the construction of participation in politics and discussion of politics, which is an important link for the ruling party to link up with the masses. Second, the construction of political participation and discussion is the need to stabilize the relationship between the ruling party and the participating party. At the present stage, the construction of participating in politics and discussing politics in our country has achieved good results, but from the point of view of the development of the situation, the construction of participation in political affairs can not keep up with the needs of the development of economy, society, politics and culture, and there are still many problems and obstacles in the construction of participation in political affairs. First, there is a lack of institutional protection in the construction of political participation and discussion, one is the lack of a complete and specific institutional description of the functions of participation in political affairs, the other is the unsound mechanism of participation in the work of political participation and discussion; secondly, the party and government leaders and democratic parties have insufficient understanding of participation in political affairs, First, the party and government leaders have insufficient ideological understanding of the importance of participating in political affairs, and second, the low consciousness of democratic parties in participating in government and discussing politics makes the construction of participation in political participation lack of motivation; thirdly, the resources of democratic parties participating in political affairs have not been effectively integrated. It is the insufficient integration of intellectual resources of democratic parties that limits the exertion of their advantages, and the decline of social influence caused by insufficient integration of social forces of democratic parties. Finally, the democratic parties lack sufficient time to participate in the work of political discussion. First, the part-time work of the political participants leads to the lack of time for political participation and discussion, and the second is the restriction of the lack of time for participation in political affairs to the decision-making of the state power organs. On the basis of analyzing the problems existing in the construction of participating in politics and discussing politics, the author puts forward the measures to carry out the construction of participation in political affairs from four angles. First, effective security mechanisms and adequate time for political participation and discussion are prerequisites. First, institutional construction should be strengthened to provide institutional guarantees for the construction of political participation and discussion mechanisms. Second, efforts should be made to train relevant talents. Third, it is necessary to provide sufficient funds to provide material security for the construction of the mechanism of participation in political affairs. Fourth, to increase the time for democratic parties to participate in political affairs and to provide time security for participation in political affairs. Secondly, perfecting the work mechanism of participating in politics and discussing politics is the fundamental task of the construction of participation in politics and discussion. First, we should perfect the leadership mechanism, second, we should perfect the mechanism of special research, third, we should perfect the incentive mechanism for participation in politics and discuss politics; fourth, we should establish a mechanism for sharing resources in participation in politics and discussion. To strengthen the construction of democratic parties themselves to meet the needs of participating in the construction of government affairs and discussing political affairs, first, to promote the ideological construction of democratic parties with the concept of development, and second, to promote the building of democratic parties' organizations with innovative ideas. Third, it is necessary to promote the building of the capacity of democratic parties with pragmatic convictions.
