【摘要】：理解政治代表的既有政治理念和政治制度維度,忽略了所有類型的代表制都是不同的代表模式或理念的混合,沒有絕對的好壞之分,只有相對的優(yōu)劣之別。為了既能把握各種代表模式的共性,又能關照代表在政治實踐中的復雜性,本文嘗試從結(jié)構—功能維度入手理解代表制。代表制有整合、吸納、表達和呈現(xiàn)四大功能,各功能得以發(fā)揮的程度共同構成代表制的代表性,四重代表性的合理搭配共同支撐代表制的正當性。進而,本文在"馬基雅維利式的民主理念"和"相似性標準"的基礎上指出,描繪性代表的政治優(yōu)勢在于,有可能建立"代表與民主的新盟約",打破"陌生的權貴"對代表席位的壟斷,矯正政治過程、法律過程與政策過程中嚴重的精英主義傾向,在門外漢與行家里手之間、認知多樣性與政治專業(yè)主義之間建構某種力量平衡,而建基其上的"認知民主"也為人類社會的政治生活創(chuàng)造了一種新的可能性。
[Abstract]:Understanding the political ideas and political system dimensions of political representatives ignores that all types of representative systems are a mixture of different representative models or ideas. There is no absolute difference between good and bad but only relative advantages and disadvantages. In order to grasp the commonness of various representative models and to take into account the complexity of representative in political practice, this paper attempts to understand representative system from structure-function dimension. The representation system has four functions: integration, absorption, expression and presentation. The degree to which each function can be played constitutes the representativeness of the representative system, and the reasonable collocation of the four levels of representativeness supports the legitimacy of the representative system. Furthermore, on the basis of "Machiavellian democratic idea" and "similarity criterion", this paper points out that the political advantage of descriptive representation lies in, It is possible to establish the New Covenant on Representative and Democracy, to break the monopoly of the "strange powerful" on the representation, to correct the serious tendency of elitism in the political process, the legal process and the policy process, between the layman and the connoisseur. A certain balance of power is established between cognitive diversity and political professionalism, and the "cognitive democracy" based on it creates a new possibility for the political life of human society.
