【摘要】：協(xié)商民主與公民有序政治參與高度契合。協(xié)商民主是擴(kuò)大公民有序政治參與的重要形式,其實(shí)質(zhì)是要實(shí)現(xiàn)公民有序政治參與。協(xié)商民主是拓寬新興社會階層和弱勢群體政治參與的渠道,拓展了立法參與的廣度和深度,拓寬了基層民眾政治參與和社會組織政治參與渠道。協(xié)商民主培育參與型政治文化、培育公民精神和公民意識。協(xié)商民主減少非制度政治參與,拓展政治參與的制度化渠道,有助于建立維護(hù)群眾權(quán)益的長效機(jī)制。
[Abstract]:Deliberative democracy and orderly political participation of citizens are highly compatible. Deliberative democracy is an important form of expanding citizens' orderly political participation, and its essence is to realize civil orderly political participation. Deliberative democracy is a channel to broaden the political participation of new social strata and vulnerable groups, expand the breadth and depth of legislative participation, broaden the political participation of grass-roots people and social organizations. Consultation democracy cultivates participatory political culture, and cultivates civic spirit and civic consciousness. It is helpful to establish a long-term mechanism to safeguard the rights and interests of the masses by reducing non-institutional political participation and expanding the institutionalized channels of political participation.
