【摘要】：“制度安排”是經(jīng)濟(jì)學(xué)家達(dá)德利·諾思提出的概念,指的是對(duì)人的行為存在約束力、具有一定程序、服從道德倫理的一組規(guī)則。根據(jù)政治制度的不同,制度安排的供給也有所不同,與商品市場(chǎng)類似,也存在意愿中的制度供給和實(shí)際中的制度供給,而且兩者之間往往存在差距�；厮菸覈�(guó)黨內(nèi)民主制度變遷,黨內(nèi)民主建設(shè)制度化、規(guī)范化趨勢(shì)逐步加快,圍繞黨內(nèi)民主制定了一系列的規(guī)范性文件,但在制度實(shí)施的過程中常常存在執(zhí)行不力的狀況,制度往往被潛規(guī)則替代或被形式化,形成了制度運(yùn)行中意愿制度供給與實(shí)際制度供給之間的差異。在我國(guó)政治體制框架下,通過對(duì)黨內(nèi)民主發(fā)展過程中的制度供給與執(zhí)行實(shí)踐進(jìn)行梳理,對(duì)基層黨內(nèi)民主制度落實(shí)過程中的困境進(jìn)行分析,從而對(duì)如何優(yōu)化基層黨內(nèi)民主制度供給、提高實(shí)際制度效率等方面提出具體對(duì)策,以加強(qiáng)黨內(nèi)民主的制度化建設(shè)。
[Abstract]:"Institutional arrangement" is a concept put forward by economist Dudley Norse, which refers to a set of rules which have binding force on human behavior, have certain procedure and obey moral ethics. According to the different political system, the supply of institutional arrangement is different, similar to the commodity market, there is also a willing institutional supply and a practical institutional supply, and there is often a gap between the two. Looking back on the changes of the democratic system within the Party, the institutionalization of the democratic construction within the Party, the trend of standardization has been accelerated step by step, a series of normative documents have been formulated around the democracy within the Party, but in the process of the implementation of the system, there is often a situation of weak implementation. Institutions are often replaced or formalized by hidden rules, forming the difference between the willing institutional supply and the actual institutional supply. Under the frame of our country's political system, through combing the system supply and practice in the course of the development of inner-party democracy, this paper analyzes the predicament in the process of implementing the grass-roots inner-party democratic system. Therefore, the author puts forward some concrete countermeasures on how to optimize the supply of democratic system within the Party at the grass-roots level and improve the efficiency of the actual system, so as to strengthen the institutionalization construction of inner-party democracy.
