【摘要】：法治社會(huì)指數(shù)是衡量法治社會(huì)建設(shè)水平的量化參數(shù)。在法治社會(huì)評(píng)價(jià)體系中,評(píng)價(jià)主體影響評(píng)價(jià)的公信力,指標(biāo)體系決定評(píng)價(jià)的科學(xué)性。基于法治的價(jià)值導(dǎo)向及其不易測(cè)量的技術(shù)屬性,評(píng)價(jià)主體與指標(biāo)體系存在密切關(guān)系。借鑒境外的做法,服務(wù)于評(píng)價(jià)目的,構(gòu)建主觀評(píng)價(jià)與客觀評(píng)價(jià)相結(jié)合、專家評(píng)議與公眾滿意度相匹配的指標(biāo)體系具有科學(xué)依據(jù)及操作上的可行性�，F(xiàn)實(shí)條件下,由人大或法學(xué)會(huì)作為評(píng)價(jià)主體,政法部門協(xié)助,委托第三方獨(dú)立實(shí)施是法治社會(huì)評(píng)價(jià)較為理想的模式,評(píng)價(jià)維度指向科學(xué)立法、依法行政、司法公正和全民守法。同時(shí),應(yīng)開放評(píng)價(jià)權(quán),推進(jìn)獨(dú)立第三方評(píng)價(jià),擴(kuò)大公眾參與。
[Abstract]:The social index of rule by law is a quantitative parameter to measure the level of construction of society ruled by law. In the evaluation system of the society ruled by law, the credibility of the evaluation subject and the scientific nature of the evaluation are determined by the index system. Based on the value orientation of the rule of law and its difficult to measure the technical attribute, the evaluation subject has a close relationship with the index system. Using overseas practice for reference, serving the purpose of evaluation, constructing the index system of combining subjective evaluation with objective evaluation and matching expert evaluation with public satisfaction has scientific basis and operational feasibility. Under the realistic conditions, it is an ideal mode to evaluate the rule of law society by the people's Congress or the Law Society as the evaluation subject, with the help of the political and legal departments, and to entrust the third party to implement independently. The evaluation dimension points to scientific legislation, administration by law, judicial justice and law-abiding by the whole people. At the same time, we should open the right to evaluation, promote independent third-party evaluation, and expand public participation.
