【摘要】：當(dāng)前,我國進(jìn)入全面建成小康社會的關(guān)鍵階段。習(xí)近平總書記指出,小康不小康,關(guān)鍵看老鄉(xiāng)。村黨支部是農(nóng)村工作的領(lǐng)導(dǎo)核心,這使得完善農(nóng)村基層黨組織的建設(shè)變得尤為重要和迫切。農(nóng)村基層黨內(nèi)選舉民主與否,直接影響著能否選出一支為人民辦實(shí)事的黨支部領(lǐng)導(dǎo)班子,能否真正代表人民的利益。完善的基層黨內(nèi)民主選舉是基層黨組織建設(shè)中重要的一環(huán),直接關(guān)系到農(nóng)村基層黨組織的影響力和作用力。因此,研究農(nóng)村黨內(nèi)民主選舉的現(xiàn)狀是一項(xiàng)非常重要的課題。本文以大黃堡鎮(zhèn)基層黨內(nèi)民主選舉為研究對象,結(jié)合國內(nèi)的研究現(xiàn)狀,透視該鎮(zhèn)在黨內(nèi)選舉中存在的問題,闡明存在這些問題的原因,并給出幾點(diǎn)完善的建議。本文共分為五部分:第一部分,前言,主要闡述本文的選題的背景、選題的意義、研究的現(xiàn)狀、研究方法、研究的重點(diǎn)、難點(diǎn)、預(yù)期創(chuàng)新點(diǎn)和基層黨內(nèi)民主選舉的相關(guān)理論知識等,這部分為論文的書寫奠定理論基礎(chǔ)。第二部分,介紹大黃堡鎮(zhèn)的基本情況和黨員總體情況。包括對該鎮(zhèn)的地理位置、人口情況、經(jīng)濟(jì)水平等進(jìn)行介紹;以及對該鎮(zhèn)黨員情況的介紹包括黨員人數(shù)、性別結(jié)構(gòu)、年齡結(jié)構(gòu)、文化水平、職業(yè)等基本情況的介紹。第三部分,介紹大黃堡鎮(zhèn)村黨支部換屆選舉工作的內(nèi)容。主要介紹該鎮(zhèn)黨內(nèi)選舉工作的選舉方案、選舉流程、選舉方法。第四部分,大黃堡鎮(zhèn)黨內(nèi)選舉工作的情況以及存在的問題,原因。以最近一次村黨支部換屆選舉為例介紹了該鎮(zhèn)選舉工作的基本情況,并L村為例,詳細(xì)介紹選舉工作是如何在實(shí)際中展開的。經(jīng)過對該鎮(zhèn)調(diào)查數(shù)據(jù)和文件政策的分析,論述了該鎮(zhèn)在黨內(nèi)選舉工作中存在的問題:上級黨委控制功能凸顯,影響選舉結(jié)果;選舉方案單一,選舉形式化;黨員的民主意識、權(quán)利意識、競選意識淡薄;不正當(dāng)?shù)母傔x行為。分析闡明造成這些問題的幾點(diǎn)原因:歷史傳統(tǒng)方面的原因;黨內(nèi)選舉制度落實(shí)不到位;黨員缺乏黨內(nèi)民主選舉理論素養(yǎng);相關(guān)監(jiān)督機(jī)制缺乏。第五部分,提出幾點(diǎn)完善大黃堡鎮(zhèn)基層黨內(nèi)選舉的對策。這部分主要針對大黃堡鎮(zhèn)黨內(nèi)選舉存在的問題,提出幾點(diǎn)改善的對策。完善候選人提名和介紹制度;建立專職的農(nóng)村黨內(nèi)選舉管理機(jī)構(gòu);加大政策宣傳力度,增強(qiáng)黨員參選意識;建立競爭的選舉制度,鼓勵(lì)黨員參與競選;建立健全監(jiān)督機(jī)制;設(shè)立單獨(dú)的投票房間,保證投票的獨(dú)立性。
[Abstract]:At present, our country enters the key stage of building a well-off society in an all-round way. General Secretary Xi Jinping pointed out that well-off is not well-off, the key to see fellow villagers. The village party branch is the leading core of the rural work, which makes the construction of the rural grass-roots party organization more important and urgent. Whether the rural grassroots party election is democratic or not directly affects whether or not a leading body of the Party branch that does practical work for the people can be elected and whether the interests of the people can be truly represented. The perfect democratic election is an important link in the construction of grass-roots party organization, which is directly related to the influence and force of rural grass-roots party organization. Therefore, it is a very important subject to study the present situation of rural inner-party democratic election. This article takes the grassroots inner-party democratic election in the town of Great Yellow River as the research object, combines the domestic research present situation, perspective the existing problems in the inner-party election of this town, clarifies the reason of these problems, and gives some perfect suggestions. This paper is divided into five parts: the first part, the preface, mainly describes the background of this topic, the significance of the topic, the status quo of the study, research methods, the focus of the study, difficulties, This part lays a theoretical foundation for the writing of the thesis. The second part introduces the basic situation and the general situation of the Party members in the town of Great Huanghuang. It includes an introduction to the geographical location, population and economic level of the town, as well as an introduction to the party members in the town, including the number of Party members, gender structure, age structure, education level, occupation and so on. The third part introduces the content of the Party branch election in Dahangbao Town. This paper mainly introduces the election plan, election process and election method of the party election work in this town. The fourth part, the situation of the inner-party election in the Great Huanghuang Town as well as the existing problems and reasons. Taking the recent election of the Party branch of the village as an example, this paper introduces the basic situation of the election work in this town, and the example of L village, introduces in detail how the election work is carried out in practice. Through the analysis of the investigation data and document policy of the town, this paper discusses the problems existing in the party election work in the town: the control function of the party committee at the higher level is prominent, which influences the election result, the election plan is single, the election is formalized, the democratic consciousness of the party members is also discussed. A weak sense of right or election; an illegitimate campaign. This paper analyzes and clarifies the causes of these problems: the historical and traditional reasons; the inner-party electoral system is not carried out; the Party members lack theoretical literacy of inner-party democratic election; and the relevant supervision mechanism is lacking. In the fifth part, the author puts forward some countermeasures to improve the basic-level inner-party election in the town of Great Huanghuang. This part mainly aims at the problem of the inner-party election in the town of Great Huanghuang, and puts forward some countermeasures to improve it. Perfect the system of nomination and introduction of candidates; establish a full-time rural inner-party election management organization; increase policy publicity to enhance party members' awareness of running in elections; establish competitive election system to encourage party members to participate in the election; establish and improve the supervision mechanism; Set up separate voting rooms to ensure the independence of the vote.
