【摘要】：和平與發(fā)展是當(dāng)今世界的時(shí)代主題。緊緊圍繞這一主題,世界各國(guó)提出了一系列重要的國(guó)際關(guān)系理論。其中以“和諧世界”理念與“民主和平論”最為典型,它們分別代表著東方智慧和西方文明在促進(jìn)人類(lèi)和平與發(fā)展問(wèn)題上的不同見(jiàn)解。 2005年4月,在雅加達(dá)舉行的亞非峰會(huì)上,胡錦濤主席第一次提出了建設(shè)和諧世界的重大戰(zhàn)略思想。1983年,邁克爾·多伊爾在《康德,自由主義遺產(chǎn)與外交》一文中首次提出了“民主和平論”。自20世紀(jì)80年代末90年代初開(kāi)始,它不僅引起了國(guó)際關(guān)系研究領(lǐng)域的廣泛關(guān)注,而且得到了西方政策制定者的普遍認(rèn)可。“民主和平論”的中心論點(diǎn)是民主國(guó)家之間很少發(fā)生戰(zhàn)爭(zhēng),而且民主國(guó)家更容易用非武力的方式解決它們之間的分歧和沖突。“和諧世界”理念是一種不同于“民主和平論”的新型國(guó)際關(guān)系理念,兩者具有本質(zhì)的區(qū)別。“和諧世界”理念是用馬克思主義的基本原理與觀點(diǎn)來(lái)思考和研究世界的和平、發(fā)展與合作問(wèn)題,而“民主和平論”則始終擺脫不了資產(chǎn)階級(jí)的狹隘性和局限性。 本研究初步探討了“和諧世界”理念對(duì)促進(jìn)世界和平、發(fā)展與合作的重要意義�！昂椭C世界”理念順應(yīng)了當(dāng)今世界求和平、謀發(fā)展、促合作的時(shí)代潮流,特別重視不同國(guó)家之間的持久和平與共同發(fā)展。近年來(lái),日益惡化的全球性問(wèn)題引起了人們的高度關(guān)注：國(guó)際沖突此起彼伏、恐怖主義勢(shì)力日益猖獗、地區(qū)貧富分化不斷加劇、環(huán)境污染和生態(tài)破壞更加嚴(yán)重等等。雖然“民主和平論”對(duì)世界的和平與發(fā)展起到過(guò)一定的促進(jìn)作用,但是它在回答和解決這些全球化問(wèn)題的時(shí)候也存在著明顯的不足。這些不足是“民主和平論”本身所具有的。本文力求從概念界定、論證方法、事實(shí)說(shuō)明的角度來(lái)分析“民主和平論”自身的主要缺失與不足,研究“和諧世界”理念對(duì)“民主和平論”的重要超越方面,進(jìn)一步凸顯出“和諧世界”理念對(duì)促進(jìn)人類(lèi)和平與發(fā)展的重要價(jià)值和意義。“和諧世界”理念對(duì)人類(lèi)和平與發(fā)展的貢獻(xiàn)就充分說(shuō)明了馬克思主義基本原理和觀點(diǎn)的科學(xué)性和正確性。 “和諧世界”理念為解決這些影響世界和平與發(fā)展的重大全球性問(wèn)題注入了新的活力,從這層意義上說(shuō),“和諧世界”理念實(shí)現(xiàn)了對(duì)“民主和平論”的超越�！昂椭C世界”理念反映了中國(guó)對(duì)世界發(fā)展趨勢(shì)的真切期望,蘊(yùn)涵著一條維護(hù)世界和平、促進(jìn)共同發(fā)展的新道路。實(shí)踐將會(huì)證明,“和諧世界”理念是當(dāng)前和今后國(guó)際上所有愛(ài)好和平國(guó)家一致的思路和共識(shí)。
[Abstract]:Peace and development are the theme of the times in today's world. Closely around this theme, countries all over the world put forward a series of important international relations theory. Among them, the idea of "harmonious world" and "theory of democratic peace" are the most typical ones. They represent the different views of eastern wisdom and western civilization in promoting human peace and development respectively. In April 2005, at the Asian-African Summit in Jakarta, President Hu Jintao put forward for the first time a major strategic idea for building a harmonious world. Liberalism Legacy and diplomacy. "the Theory of Democracy and Peace" was put forward for the first time. Since the late 1980s and early 1990s, it has not only attracted extensive attention in the field of international relations, but also has been generally recognized by western policy makers. The central argument of the "theory of democratic peace" is that there is little war between democracies and that democracies are more likely to resolve their differences and conflicts by non-military means. The idea of "harmonious world" is a new concept of international relations, which is different from the theory of democracy and peace. The idea of "harmonious world" is to think and study the problems of world peace, development and cooperation with the basic principles and viewpoints of Marxism, while the theory of democratic peace can never get rid of the parochialism and limitation of the bourgeoisie. This study discusses the significance of the concept of "harmonious world" in promoting world peace, development and cooperation. The idea of "harmonious world" conforms to the trend of seeking peace, development and cooperation in today's world, and pays special attention to the lasting peace and common development among different countries. In recent years, people pay close attention to the worsening global problems, such as the international conflicts, the increasingly rampant forces of terrorism, the growing regional polarization between the rich and the poor, the serious environmental pollution and ecological destruction, and so on. Although "the theory of democratic peace" has played a certain role in promoting world peace and development, it also has obvious shortcomings in answering and solving these problems of globalization. These shortcomings are inherent in the theory of democratic peace. This paper tries to analyze the main defects and shortcomings of "Democratic Peace Theory" from the angle of concept definition, argumentation method and fact explanation, and study the important transcendence of "harmonious World" concept to "Democratic Peace Theory". Further highlights the "harmonious world" concept to promote human peace and development important value and significance. The contribution of the concept of "harmonious world" to the peace and development of mankind fully explains the scientific nature and correctness of the basic principles and viewpoints of Marxism. The idea of "harmonious world" has injected new vitality into solving these major global problems that affect world peace and development. In this sense, the idea of "harmonious world" has achieved the transcendence of "democratic peace theory". The concept of "harmonious world" reflects China's true expectation of the world development trend, and contains a new way to safeguard world peace and promote common development. Practice will prove that the concept of "harmonious world" is the common idea and consensus of all peace-loving countries in the world.
