【摘要】：中國共產(chǎn)黨近90年來波瀾壯闊的奮斗歷程表明:“黨內(nèi)民主是黨的生命”。同時(shí),“積極推進(jìn)黨內(nèi)民主建設(shè),著力增強(qiáng)黨的團(tuán)結(jié)統(tǒng)一”是新世紀(jì)新階段中國共產(chǎn)黨的重要使命;是中國共產(chǎn)黨永葆生機(jī)與活力,實(shí)現(xiàn)中華民族偉大復(fù)興的必由之路;是提高黨的先進(jìn)性建設(shè)和執(zhí)政能力的根本要求。諸多專家、學(xué)者和理論工作者對(duì)黨內(nèi)民主建設(shè)問題進(jìn)行了深入的理論探討,各地試點(diǎn)也如火如荼進(jìn)行實(shí)踐探索,這些理論成果和實(shí)踐探索為今后黨內(nèi)民主建設(shè)的進(jìn)一步發(fā)展提供了寶貴的借鑒。 然而,這些理論和實(shí)踐較之人民的期望還有較遠(yuǎn)的距離。透過黨內(nèi)民主建設(shè)繁雜的現(xiàn)象,一個(gè)不容忽視的事實(shí)展現(xiàn)出來,那就是:對(duì)黨內(nèi)民主建設(shè)中主角——黨員的重要性缺乏必要的認(rèn)識(shí)。試想,若沒有廣大黨員的積極參與和傾力投入,誰來進(jìn)行黨內(nèi)民主建設(shè)?靠誰來增強(qiáng)黨的團(tuán)結(jié)和統(tǒng)一?我們必須用求真務(wù)實(shí)的態(tài)度來承認(rèn)這樣一個(gè)事實(shí):沒有黨員民主權(quán)利的實(shí)現(xiàn)就不會(huì)有廣大黨員對(duì)黨內(nèi)民主建設(shè)發(fā)揮出應(yīng)有的積極性和創(chuàng)造性,黨內(nèi)民主建設(shè)就只能是一句空話。 基于上述認(rèn)識(shí),本文共分六個(gè)章節(jié)展開理論研究。第一章對(duì)黨員民主權(quán)利進(jìn)行歷史考察。第二章論述黨員的主體地位的集中體現(xiàn)。第三章論述黨員民主權(quán)利的實(shí)現(xiàn)是黨內(nèi)民主建設(shè)的關(guān)鍵。這一章承接第一章和第二章關(guān)于黨員主體地位重要性的闡述,引發(fā)出黨員主體地位的主要體現(xiàn)是黨員民主權(quán)利的實(shí)現(xiàn),而黨內(nèi)民主建設(shè)最根本的是有賴于黨員民主權(quán)利的關(guān)切和保障。這是本文論述的重點(diǎn),也是本文的主要?jiǎng)?chuàng)新之處。第四、五章對(duì)黨員民主權(quán)利實(shí)現(xiàn)與黨內(nèi)民主建設(shè)中存在的主要問題和原因進(jìn)行分析。第六章針對(duì)上述問題提出建設(shè)性的破解思路。
[Abstract]:The CPC's magnificent struggle in the past 90 years shows that inner-party democracy is the party's life. At the same time, it is the important mission of the Communist Party of China to actively promote the democratic construction within the Party and strengthen the unity of the Party in the new century, and is the only way for the Communist Party of China to maintain its vitality and vitality and realize the great rejuvenation of the Chinese nation. Is to improve the Party's advanced construction and the ruling ability of the fundamental requirements. Many experts, scholars and theorists have conducted in-depth theoretical discussions on the issue of building democracy within the Party, and various pilot projects have been carried out in full swing. These theoretical achievements and practical exploration provide valuable reference for the further development of inner-party democracy construction in the future. However, these theories and practices are far from the people's expectations. Through the complicated phenomenon of inner-party democracy construction, a fact can not be ignored, that is, lack of necessary understanding of the importance of Party members in the construction of inner-party democracy. Imagine that without the active participation and devotion of the broad masses of party members, who would be going to build democracy within the Party? Who will strengthen the unity and unity of the Party? We must adopt a pragmatic attitude to acknowledge the fact that without the realization of the democratic rights of party members, there will be no broad masses of party members who will display their due enthusiasm and creativity in the construction of inner-party democracy, and the construction of inner-party democracy will be nothing but empty talk. Based on the above understanding, this paper is divided into six chapters to carry out theoretical research. The first chapter carries on the historical investigation to the party member's democratic right. The second chapter discusses the concentrated embodiment of the main body status of the Party members. The third chapter discusses the realization of the democratic rights of Party members is the key to the democratic construction within the Party. This chapter follows the first and second chapters on the importance of the status of party members, leading to the main embodiment of the main status of party members is the realization of democratic rights. And the most fundamental thing in building democracy within the Party depends on the concern and guarantee of the democratic rights of Party members. This is the focus of this article, but also the main innovation of this article. The fourth and fifth chapters analyze the main problems and reasons in the realization of democratic rights of Party members and the construction of inner-party democracy. The sixth chapter puts forward constructive thinking to solve the above problems.
