【摘要】：執(zhí)行民生性財政預算不僅需要國家的財政政策,更需要完善的法制保障。為此要合理厘定民生性財政支出的優(yōu)先位次、構建民意訴求表達機制、完善民生性財政支出績效問責與財政激勵等制度體系,達到民生性財政預算執(zhí)行的合法性與合理性、激勵性與問責性之間的均衡,實現(xiàn)民生性財政預算執(zhí)行由政策性向法治化轉(zhuǎn)變,以提高其預算執(zhí)行的規(guī)范性、針對性與有效性。這既是增強民生性財政預算執(zhí)行效力的關鍵,也是提升國家治理能力的重要體現(xiàn)。
[Abstract]:The implementation of the budget for people's livelihood requires not only the country's fiscal policy, but also a sound legal system. In order to achieve the legitimacy and rationality of people's livelihood budget implementation, we should reasonably determine the priority of people's livelihood expenditure, construct the expression mechanism of public opinion demand, perfect the system system of financial expenditure performance accountability and financial incentive, etc. In order to improve the standardization, pertinence and effectiveness of budget implementation, the balance between incentive and accountability can be achieved by transforming the implementation of budget from policy to rule by law. This is not only the key to enhance the effectiveness of budget implementation, but also the important embodiment of improving the ability of national governance.
