【摘要】：“人民民主是社會(huì)主義的生命。發(fā)展社會(huì)主義民主政治是我們黨始終不渝的奮斗目標(biāo)”,“人民當(dāng)家作主是社會(huì)主義民主政治的本質(zhì)和核心”,“人民當(dāng)家作主是社會(huì)主義民主政治的本質(zhì)和核心”,“發(fā)展基層民主,保障人民享有更多更切實(shí)的民主權(quán)利”。①中國特色的民主政治在不斷地發(fā)展,基層民主的發(fā)展是我國民主政治發(fā)展的歷史必然。 西方的民主實(shí)踐和民主理論非常豐富。資產(chǎn)階級(jí)的民主,經(jīng)歷了長期發(fā)展、沿襲、變革,至今已形成發(fā)展了多樣的理論學(xué)說和相對(duì)完備的具體民主實(shí)現(xiàn)形式。無論什么樣的民主,他們一定有共同的一面。西方的民主理論和民主實(shí)踐為我國民主政治的發(fā)展提供寶貴的參考借鑒價(jià)值。我國基層民主的發(fā)展也必須從中汲取積極因素。 我國民主政治的發(fā)展,歷經(jīng)曲折之后終于走上平穩(wěn)推進(jìn)的大道。今天,我們必須有科學(xué)的民主政治發(fā)展理念,并以之來引領(lǐng)有中國特色民主政治的發(fā)展。在民主政治歷史潮流的推動(dòng)下,我國的基層民主不斷發(fā)展,它為廣大人民群眾切實(shí)享受憲法規(guī)定的民主政治權(quán)利,提供了合適的平臺(tái),不斷并不斷彰顯出中國特色民主的優(yōu)越性。 我國基層民主的發(fā)展是以村民自治為核心的農(nóng)村基層民主建設(shè)、以社區(qū)居民自治為核心的城市基層民主建設(shè)、以企業(yè)職工代表大會(huì)為核心的企事業(yè)單位基層民主建設(shè)的三位一體地向前推進(jìn)。發(fā)端于我國農(nóng)村,現(xiàn)今在各城市和各企事業(yè)單位順利展開的基層民主建設(shè),經(jīng)過30年的發(fā)展已取得了輝煌成就,但同時(shí)也存在著引人關(guān)注的問題。 基層民主發(fā)展中出現(xiàn)的種種問題主要是由我國政治體制以及經(jīng)濟(jì)發(fā)展階段和歷史文化背景等因素造成的,它們制約著民主我國政治文明的建設(shè)。為此,我們必須采取相應(yīng)措施來解決這些問題。而我們必須首先遵循“堅(jiān)持中國特色社會(huì)主義政治發(fā)展道路,堅(jiān)持黨的領(lǐng)導(dǎo)、人民當(dāng)家作主、依法治國有機(jī)統(tǒng)一”這個(gè)原則,必須按照科學(xué)發(fā)展觀的要求處理好基層的政治關(guān)系外,加強(qiáng)基層民主建設(shè)的深入研究,形成良好的基層民主政治運(yùn)行機(jī)制,并使之法律化,規(guī)范化,走有中國特色的基層民主發(fā)展之路。 本文首先對(duì)西方民主進(jìn)行了概括,肯定了其歷史進(jìn)步性和并指出了其階級(jí)局限性,繼而界定了科學(xué)的民主觀以及基層民主的內(nèi)涵,闡述了民主政治發(fā)展觀,然后歷數(shù)我國基層民主的發(fā)展脈絡(luò),具體地回顧了我國基層民主的展開之路,剖析了其中的理論邏輯和實(shí)踐程序,在充分肯定其積極作用的同時(shí),對(duì)于當(dāng)前基層民主發(fā)展過程中出現(xiàn)的種種問題,提出了些許看法,對(duì)于如何進(jìn)一步推動(dòng)我國基層民主的發(fā)展,作了一定程度的理論思考,并寄我國基層民主的發(fā)展以美好愿望。
[Abstract]:"people's democracy is the life of socialism.The development of socialist democratic politics is our party's unswerving goal of struggle, "the people being the masters of their own affairs is the essence and core of socialist democratic politics," and "the people being masters of their own affairs is the essence and core of socialist democratic politics,""to develop grass-roots democracy and ensure the people to enjoy more and more practical democratic rights" .1 the democratic politics with Chinese characteristics is constantly developing, and the development of grass-roots democracy is the historical necessity of the development of democratic politics in our country.Western democratic practice and theory are very rich.The democracy of the bourgeoisie has undergone a long period of development, succession and transformation, and has formed and developed various theories and relatively complete concrete forms of democratic realization.Whatever kind of democracy they must have in common.Western democratic theory and practice provide valuable reference for the development of democratic politics in China.The development of democracy at the grassroots level in our country must also draw positive factors from it.After twists and turns, the development of democratic politics in our country has finally embarked on the road of steady progress.Today, we must have a scientific concept of democratic development and lead the development of democratic politics with Chinese characteristics.Driven by the historical trend of democratic politics, democracy at the grass-roots level in our country continues to develop. It provides a suitable platform for the broad masses of the people to truly enjoy the democratic and political rights stipulated in the Constitution.The superiority of democracy with Chinese characteristics is constantly demonstrated.The development of grass-roots democracy in China is the rural grass-roots democracy construction with villager autonomy as the core, and the urban grass-roots democracy construction with community residents autonomy as the core.Enterprise workers Congress as the core of the grass-roots democratic construction of enterprises and institutions to promote the trinity.The grass-roots democratic construction, which originated in the countryside of our country, has been developed smoothly in cities, enterprises and institutions. After 30 years of development, it has made brilliant achievements, but at the same time, there are still some problems that attract attention.The problems in the development of grass-roots democracy are mainly caused by the political system, the stage of economic development and the historical and cultural background, which restrict the construction of political civilization in China.To this end, we must take appropriate measures to solve these problems.And we must first adhere to the principle of "adhering to the road of political development of socialism with Chinese characteristics, adhering to the leadership of the Party, the people as masters of their own affairs, and the organic unity of governing the country according to law."In addition to handling the political relations at the grass-roots level according to the requirements of the scientific concept of development, we must strengthen the in-depth study of the democratic construction at the grass-roots level, form a good operating mechanism of democratic politics at the grass-roots level, and make it legalized and standardized.Take the road of grassroots democracy development with Chinese characteristics.This paper firstly generalizes the western democracy, affirms its historical progress and points out its class limitation, then defines the scientific democratic view and the connotation of grass-roots democracy, and expounds the democratic political development view.Then count the development of grass-roots democracy in China, specifically review the development of grass-roots democracy in China, analyze the theoretical logic and practical procedures, while fully affirming its positive role.This paper puts forward some views on the problems existing in the development of grass-roots democracy at present, and makes some theoretical considerations on how to further promote the development of grass-roots democracy in our country, and puts forward a good wish for the development of grass-roots democracy in our country.
