【摘要】：近年來(lái)西方民主政治衰退已成為難以回避的政治現(xiàn)實(shí),體現(xiàn)為政治制度績(jī)效相對(duì)不足等特征。從本質(zhì)上看,這一狀況反映了西方民主衰退的深層原因是議會(huì)制度、選舉制度和政黨制度三大核心制度的安排存在利益固化和扭曲變形等弊端。從制度績(jī)效視角看,西方民主政治衰退體現(xiàn)在核心制度內(nèi)部低效、政治體制僵局頻發(fā)與制度外部環(huán)境欠佳等三個(gè)維度,導(dǎo)致西方國(guó)家陷入民主價(jià)值觀分裂、政治信任度降低、政治極化與政治腐敗問(wèn)題嚴(yán)重等不良狀態(tài)。從西方國(guó)家政治發(fā)展前景看,競(jìng)爭(zhēng)性選舉民主及其制度安排在短期內(nèi)很難發(fā)生根本扭轉(zhuǎn),意味著扭轉(zhuǎn)西方民主政治衰退存在相當(dāng)難度。
[Abstract]:In recent years, the decline of democratic politics in the West has become an unavoidable political reality, which is characterized by the relatively insufficient performance of political systems.In essence, this situation reflects the deep causes of the decline of democracy in the West, such as parliamentary system, electoral system and political party system.From the perspective of institutional performance, the decline of western democratic politics is reflected in the three dimensions of low efficiency within the core system, frequent deadlock in the political system and poor external environment of the system, which leads western countries to fall into the division of democratic values and reduce the degree of political trust.Political polarization and serious problems of political corruption and other bad state.From the perspective of political development in western countries, it is very difficult to reverse the democratic decline of western democracy in the short term.
