【摘要】：涉及人民重大利益的問題都在基層,基層民主發(fā)展的力量主要在農(nóng)村,協(xié)商民主蘊(yùn)含的理性、平等、參與等民主精神恰恰是中國農(nóng)村基層民主發(fā)展所急需的內(nèi)在因素,能為其發(fā)展注入新的活力�，F(xiàn)今中國農(nóng)村基層協(xié)商民主實(shí)踐已初見成效,初步得到廣大農(nóng)民認(rèn)可,但受農(nóng)民政治文化水平和制度等因素的影響,中國農(nóng)村基層協(xié)商民主發(fā)展中存在協(xié)商制度化較低和實(shí)踐效果不佳等問題。對(duì)此,本文運(yùn)用實(shí)證研究和案例分析等方法,試從中國農(nóng)村基層協(xié)商民主理論出發(fā),闡述中國農(nóng)村基層協(xié)商民主的現(xiàn)狀,分析存在的問題和制約因素,嘗試性地提出了相應(yīng)的對(duì)策,旨在能為農(nóng)村基層協(xié)商民主發(fā)展提供借鑒。文章共由四個(gè)部分組成。第一章:緒論。主要包括選題背景及意義、研究現(xiàn)狀、研究思路與方法和框架結(jié)構(gòu)與創(chuàng)新之處。第二章:中國農(nóng)村基層協(xié)商民主的相關(guān)問題及理論概述。闡述了中國農(nóng)村基層協(xié)商民主的相關(guān)概念,介紹了經(jīng)典馬克思主義關(guān)于社會(huì)主義民主的理論和中國化馬克思主義關(guān)于協(xié)商民主的理論,論證了中國農(nóng)村基層協(xié)商民主的可行性及意義。第三章:中國農(nóng)村基層協(xié)商民主發(fā)展的現(xiàn)狀�，F(xiàn)今中國農(nóng)村基層協(xié)商民主發(fā)展取得了很大成就,但受農(nóng)民政治文化水平、農(nóng)村基層民主法制和農(nóng)村監(jiān)督機(jī)制等因素影響,中國農(nóng)村基層協(xié)商民主發(fā)展存在一定問題。第四章:促進(jìn)中國農(nóng)村基層協(xié)商民主發(fā)展的對(duì)策。從開展農(nóng)村基層協(xié)商民主的教育宣傳入手,搭建農(nóng)村基層協(xié)商民主的制度平臺(tái),創(chuàng)新農(nóng)村基層協(xié)商民主的實(shí)踐形式。
[Abstract]:The issues concerning the vital interests of the people are all at the grass-roots level, and the strength of the development of grass-roots democracy is mainly in the countryside. The democratic spirit of consultation democracy, such as rationality, equality, and participation, is precisely the internal factor urgently needed for the development of grass-roots democracy in China's rural areas.Can inject new vitality into its development.At present, the practice of consultative democracy at the grass-roots level in China's rural areas has achieved initial results, and has been initially recognized by the broad masses of farmers, but affected by factors such as farmers' political and cultural level and institutions.In the development of rural grassroots consultative democracy, there are some problems, such as low institutionalization of consultation and poor practical effect.In view of this, this paper, by means of empirical research and case analysis, tries to expound the present situation of rural consultative democracy in rural areas and analyze the existing problems and restrictive factors from the perspective of the theory of rural consultative democracy at the grass-roots level in China.This paper tries to put forward the corresponding countermeasures in order to provide reference for the development of rural grassroots consultation democracy.The article consists of four parts.Chapter one: introduction.Including the background and significance of the topic, research status, research ideas and methods, framework structure and innovation.Chapter two: the related problems and theories of rural grassroots consultative democracy in China.This paper expounds the related concepts of rural consultative democracy in rural areas, introduces the classical Marxist theory on socialist democracy and the theory of Sinicized Marxism on consultative democracy.This paper demonstrates the feasibility and significance of consultative democracy at the grassroots level in China's rural areas.Chapter three: the present situation of the development of rural consultative democracy in rural areas.Nowadays, great achievements have been made in the development of rural consultative democracy in rural areas, but there are some problems in the development of rural consultative democracy in rural areas under the influence of factors such as peasants' political and cultural level, rural grass-roots democratic legal system and rural supervision mechanism.Chapter four: the countermeasures to promote the development of rural consultative democracy in rural areas.Starting with the education and propaganda of rural grass-roots consultative democracy, this paper sets up the institutional platform of rural grass-roots consultative democracy, and innovates the practical form of rural grass-roots consultative democracy.
