【摘要】： 產(chǎn)生于古希臘的協(xié)商民主曾因有礙于上層統(tǒng)治者的意志而倏忽歸于千年沉寂。至20世紀(jì)80年代,西方政治學(xué)界為了調(diào)和多元文化沖突,補(bǔ)救票決制的缺失,完善當(dāng)代西方的民主形式,鞏固西方的政治秩序,重新拾起協(xié)商民主,并掀起了該理論研究的一股熱潮。協(xié)商民主強(qiáng)調(diào)協(xié)商主體的平等性與理性,協(xié)商過(guò)程的公開(kāi)性與包容性,以期實(shí)現(xiàn)利益沖突的調(diào)和,達(dá)成公共決策的合理。處于社會(huì)轉(zhuǎn)型關(guān)鍵時(shí)期的中國(guó),面臨著構(gòu)建社會(huì)主義和諧社會(huì)的重要戰(zhàn)略任務(wù)。國(guó)內(nèi)學(xué)者適時(shí)將協(xié)商民主理論引介入中國(guó),希望可借西方之“石”,攻國(guó)內(nèi)之“玉”。本文首先闡述了協(xié)商民主的內(nèi)涵及其源起、沉寂和復(fù)興的過(guò)程,并就協(xié)商民主的價(jià)值及其在中國(guó)的可行性問(wèn)題進(jìn)行了探討。在此基礎(chǔ)上從我國(guó)社會(huì)主義和諧社會(huì)構(gòu)建中可能面對(duì)的現(xiàn)實(shí)問(wèn)題入手,著重探索在我國(guó)和諧社會(huì)構(gòu)建中正確適用協(xié)商民主的途徑。
[Abstract]:The deliberative democracy that was born in ancient Greece had been reduced to a thousand years of silence because of obstructions to the will of the upper rulers. By the 1980s, Western political circles remedied the absence of the voting system in order to reconcile multiculturalism. Perfecting the contemporary western democratic form, consolidating the western political order, picking up the consultative democracy again, and setting off an upsurge in the theoretical research. The deliberative democracy emphasizes the equality and rationality of the subject of consultation, and the openness and inclusiveness of the negotiation process. China, which is in the critical period of social transformation, is faced with the important strategic task of building a harmonious socialist society. It is hoped that the "stone" of the West can be used to attack the "jade" in China. This paper first expounds the connotation of the deliberative democracy and the process of its origin, stillness and renaissance. The paper also discusses the value of deliberative democracy and its feasibility in China. On this basis, it begins with the practical problems that may be faced in the construction of a harmonious socialist society in China. This paper focuses on exploring the ways to correctly apply the consultative democracy in the construction of a harmonious society in our country.
