【摘要】：抗日戰(zhàn)爭作為中共領(lǐng)導(dǎo)下的全民戰(zhàn)爭,在表現(xiàn)中華兒女英勇不屈的同時也展現(xiàn)了中國共產(chǎn)黨高超的執(zhí)政能力和建政能力。 中共領(lǐng)導(dǎo)和建設(shè)的抗日根據(jù)地作為全國抗戰(zhàn)的中心,在抗戰(zhàn)中發(fā)揮了巨大的作用,在抗戰(zhàn)中,黨領(lǐng)導(dǎo)抗日根據(jù)地人民實行民主執(zhí)政、科學(xué)執(zhí)政,增強和擴大了黨執(zhí)政的階級基礎(chǔ)和群眾基礎(chǔ),鞏固和發(fā)展了抗日民族統(tǒng)一戰(zhàn)線,進一步提升了局部執(zhí)政的能力,吸引了大批進步民主力量,贏得了最廣大人民群眾的擁護和支持,最終從局部執(zhí)政走向全國執(zhí)政。根據(jù)地的建設(shè)不僅僅是農(nóng)村包圍城市道路理論和實踐的再發(fā)展,同時也是中國新民主主義建設(shè)的“實驗田”,為黨在全國范圍內(nèi)的執(zhí)政奠定了堅實的基礎(chǔ),積累了豐富的經(jīng)驗。作為“敵后模范的抗日根據(jù)地及統(tǒng)一戰(zhàn)線的模范區(qū)”的晉察冀抗日根據(jù)地是我黨創(chuàng)建的第一個敵后根據(jù)地,她的中心地區(qū)-----北岳區(qū)在抗日戰(zhàn)爭期間為抗戰(zhàn)的勝利做出了巨大的貢獻。在抗戰(zhàn)期間北岳區(qū)成功開展的政治、經(jīng)濟、文化等方面的改革和建設(shè),改造了舊社會,建設(shè)了新制度。其中的民主政治建設(shè),豐富和深化了黨在根據(jù)地民主政治建設(shè)的經(jīng)驗和內(nèi)涵,更是成為未來新民主主義中國的良好“模型”。本文通過對北岳區(qū)我黨成功實行的民主政治建設(shè)進行研究,希望在實踐中為黨在新時期的民主政治建設(shè)提供一定的借鑒。
[Abstract]:The War of Resistance against Japan, as a national war under the leadership of the Communist Party of China, not only shows the bravery and unyielding courage of the Chinese people, but also shows the superb ability of the Communist Party of China to govern and build government. The anti-Japanese base area led and built by the Communist Party of China, as the center of the national war of resistance, played a great role in the war of resistance. In the war of resistance, the party led the people of the anti-Japanese base area to exercise democratic governance and scientific governance. It has strengthened and expanded the party's ruling class and mass bases, consolidated and developed the anti-Japanese national United front, further enhanced the ability of local governance, and attracted a large number of progressive democratic forces. It won the support and support of the overwhelming majority of the people, and eventually moved from local governance to national government.Base area construction is not only a re-development of the theory and practice of the rural road surrounding the city. At the same time, it is also the "experimental field" for the construction of new democracy in China, which has laid a solid foundation for the ruling of the Party throughout the country. As a "model anti-Japanese base area behind the enemy line and a model area for the United front", the Shanxi-Cha-Ji anti-Japanese base area was the first base behind the enemy created by our Party. Her central area-Bei Yue District made great contributions to the victory of the War of Resistance against Japan during the War of Resistance. During the War of Resistance against Japan, the reform and construction of the political, economic, cultural and other aspects successfully carried out in the Beiyu District transformed the old society. The construction of a new system, in which democratic political construction has enriched and deepened the experience and connotation of the Party's democratic political construction in the base areas, It is also a good "model" for the new democratic China in the future. By studying the democratic political construction successfully implemented by our Party in Beiyu District, this paper hopes to provide some reference for the Party's democratic political construction in the new period in practice.
