【摘要】：中國和日本是一衣帶水的鄰國,兩國特殊的地理位置決定了許多環(huán)境問題是需要兩國共同面對和合作解決的。兩國環(huán)境合作歷史悠久,回顧中日環(huán)境合作近40年的歷程,雙方在環(huán)境領(lǐng)域形成了成熟的合作機制,取得了顯著成果。2009年8月30日,口本民主黨贏得了眾議院大選的勝利。鑒于環(huán)境合作屬于政府主導(dǎo)型的合作,民主黨的對華政策和中日關(guān)系走向以及民主黨的國際環(huán)境政策和對華環(huán)境政策顯得尤為重要。分析民主黨的環(huán)境政策和對華政策,以期能為我國在民主黨執(zhí)政時期的中日環(huán)境作中采取主動提供一點小小的借鑒。 民主黨執(zhí)政后,中日環(huán)境合作是穩(wěn)步向前推進的。中日兩國在雙邊、多邊及全球環(huán)境合作層面展開了積極有效的合作。但中日環(huán)境合作中還存在一些問題,對此,中國應(yīng)采取積極的應(yīng)對策略。長遠來看,民主黨執(zhí)政后的中日環(huán)境合作的前景是廣闊的。中日兩國應(yīng)積極推動雙方在環(huán)保技術(shù)、環(huán)保產(chǎn)業(yè)及日本福島核泄漏事故的應(yīng)對等領(lǐng)域的合作,為地區(qū)和全球環(huán)境保護做出貢獻。
[Abstract]:China and Japan are neighboring countries in a narrow strip of water. The special geographical location of the two countries determines that many environmental problems need to be faced and solved jointly by the two countries. The two countries have a long history of environmental cooperation. Looking back on the nearly 40 years of Sino-Japanese environmental cooperation, The two sides have developed a mature cooperation mechanism in the field of the environment and achieved remarkable results. On August 30, 2009, the Kokamoto Democratic Party won the election of the House of Representatives. In view of the fact that environmental cooperation is government-led cooperation, The Democratic Party's China policy and the trend of Sino-Japanese relations, as well as the Democratic Party's international environmental policy and its environmental policy towards China, are particularly important. An analysis of the Democratic Party's environmental policy and policy towards China is particularly important. In order to provide a little reference for our country to take the initiative in the environment of China and Japan during the period of the Democratic Party. Since the Democratic Party took office, Sino-Japanese environmental cooperation has been advancing steadily. China and Japan have carried out active and effective cooperation in bilateral, multilateral and global environmental cooperation. However, there are still some problems in Sino-Japanese environmental cooperation. China should adopt a positive coping strategy. In the long run, the prospects for Sino-Japanese environmental cooperation after the Democratic Party is in power are broad. China and Japan should actively promote environmental protection technologies between the two sides. Cooperation in the environmental protection industry and the response to the Fukushima nuclear accident in Japan has contributed to regional and global environmental protection.
