【摘要】：近些年來,為了拓展公民行動的范圍和領域、深化民主的程度,民主研究發(fā)生了審議轉向。審議民主欲將公民的"普遍同意"視為民主實踐的正當性基礎,并試圖通過公共論證的途徑來尋求公民的"普遍同意"。然而,隨著公民個人權利的不斷成長和豐富,有必要將民主實踐的正當性基礎置于公民的"普遍滿意"之上。對承擔著治理職能,扮演著治理角色的民主實踐來說,尋求令公民感到"普遍滿意"的方案比規(guī)劃令公民感到"普遍同意"的公共論證更根本。
[Abstract]:In recent years, in order to expand the scope and field of civic action and to deepen the extent of democracy, there has been a shift in the study of democracy, which seeks to consider citizens'"general consent" as the legitimate basis of democratic practice. And try to seek the "general consent" of citizens through the way of public argumentation. However, with the continuous growth and enrichment of individual rights of citizens, It is necessary to place the legitimate foundation of democratic practice above the "universal satisfaction" of citizens. A program that seeks to make citizens feel "generally satisfied" is more fundamental than planning a public argument that makes them feel "generally agreed."
