【摘要】： 農(nóng)村基層民主是國家政治民主的一個重要組成部分。在走過一段曲折的路程后,農(nóng)村民主選舉拉開了民主管理制度創(chuàng)新在全國農(nóng)村不斷展開的序幕同時也揭開了中國農(nóng)村民主政治建設(shè)的新篇章。無疑,對農(nóng)村民主管理制度創(chuàng)新機制的研究對進一步推進農(nóng)村基層民主建設(shè)、對于維護農(nóng)村的發(fā)展和穩(wěn)定具有非常重要的意義。 本研究采用多案例的文獻研究法和比較分析法,試圖為人們提供一個有關(guān)我國農(nóng)村民主管理制度創(chuàng)新的完整而又清晰的圖像。在研究中筆者對農(nóng)村民主管理制度創(chuàng)新110個案例進行了初步研究,以制度變遷理論為指導(dǎo),據(jù)此闡釋了農(nóng)村民主管理制度創(chuàng)新的主體、方式、內(nèi)容、特點,同時分析了農(nóng)村民主管理制度創(chuàng)新的績效、不足以及解決對策等問題。 通過對農(nóng)村民主管理制度創(chuàng)新活動的研究,筆者有以下初步發(fā)現(xiàn):首先,國家的正式規(guī)則只有與鄉(xiāng)土社會的非正式規(guī)則最大相容,才能為鄉(xiāng)村社會帶來強勁的發(fā)展動力。其次,地方政府在農(nóng)村民主管理制度創(chuàng)新過程中起主導(dǎo)性的作用。最后,當(dāng)前,農(nóng)村民主管理制度創(chuàng)新的成功主要依賴于政府的推動力度和國家法律的貫徹程度,但是農(nóng)村民主管理制度未來發(fā)展的生命力卻來自于村民對民主管理的需要及其民主管理能力的增強。
[Abstract]:Rural grass-roots democracy is an important part of national political democracy. After a tortuous journey, The democratic election in rural areas has opened the prelude of the innovation of democratic management system in rural areas throughout the country and also opened a new chapter in the construction of democratic politics in China's rural areas. The research on the innovative mechanism of rural democratic management system is of great significance to further promote the rural grass-roots democratic construction and to maintain the development and stability of rural areas. This study adopts multi-case literature research method and comparative analysis method. This paper attempts to provide a complete and clear picture of the innovation of rural democratic management system in China. In the study, the author makes a preliminary study of 110 cases of rural democratic management system innovation, guided by the theory of institutional change. Based on this, this paper explains the main body, mode, content and characteristics of the innovation of the rural democratic management system, and analyzes the performance, deficiency and countermeasures of the innovation of the rural democratic management system at the same time. Through the research on the innovation of the rural democratic management system, the author has the following preliminary findings: firstly, the formal rules of the country are only compatible with the informal rules of the local society. Secondly, the local government plays a leading role in the innovation of rural democratic management system. Finally, at present, The success of rural democratic management system innovation mainly depends on the promotion of the government and the implementation of national laws. However, the vitality of the future development of the rural democratic management system comes from the villagers' need for democratic management and the enhancement of their democratic management ability.
