新時(shí)期特大城市街道辦事處職能研究

【摘要】:隨著中國城鎮(zhèn)化水平的加速及城市政府改革的迅速推進(jìn),街道辦事處這一層面的地方基層行政,已經(jīng)日益成為學(xué)術(shù)界所關(guān)注的熱點(diǎn)與難點(diǎn);诖,本文試圖對(duì)特大城市中區(qū)級(jí)政府的派出機(jī)構(gòu)——街道辦事處——這一和基層群眾聯(lián)系最緊密、又責(zé)任重大的基層行政單位在城市街區(qū)中的權(quán)力職能設(shè)置進(jìn)行研究,探索它如何推動(dòng)城市基層社會(huì)的整合,實(shí)現(xiàn)城市社會(huì)和諧穩(wěn)定的過程與方法。通過調(diào)查研究發(fā)現(xiàn),街道辦事處的職能變遷,分別經(jīng)歷了“從街道政府到區(qū)政府派出機(jī)構(gòu)”的職能創(chuàng)生期、“從人民公社到革命委員會(huì)”的職能異化期、“從恢復(fù)街道到城市改革”的職能重建期、“從建設(shè)社區(qū)到尋求治理”的職能重組期。本文在以武漢市H街的街道辦事處實(shí)證研究的基礎(chǔ)上發(fā)現(xiàn):其一,街道辦事處中,不同職能權(quán)力之間具有合作與沖突的共生性;其二,街道辦事處的科層結(jié)構(gòu)中,具有結(jié)構(gòu)科層化與功能科層化的背離性。因此,加快街道辦事處職能改革,創(chuàng)建“職責(zé)明確、條包塊管、責(zé)權(quán)一致、依法行政、民主參與”的街道管理新體制,形成“統(tǒng)一領(lǐng)導(dǎo)、各司其職、規(guī)范管理、強(qiáng)化基層”的新格局,需做到四點(diǎn):其一,調(diào)整街道領(lǐng)導(dǎo)機(jī)構(gòu)、內(nèi)設(shè)科室設(shè)置,實(shí)現(xiàn)責(zé)權(quán)相統(tǒng)一;其二,,設(shè)立新的街道直屬機(jī)構(gòu),加強(qiáng)政府培育社會(huì)組織的力度;其三,理順垂直單位和專業(yè)管理部門與區(qū)街關(guān)系;其四,推進(jìn)民主與法制建設(shè),逐步實(shí)現(xiàn)政府職能轉(zhuǎn)變。
[Abstract]:With the acceleration of China's urbanization level and the rapid development of urban government reform, the local grass-roots administration at the sub-district office level has increasingly become a hot and difficult issue in academic circles. This paper attempts to study the establishment of the power function of the local administrative units in the urban blocks, which is the most closely related to the grassroots people and has a heavy responsibility, that is, the sub-district office of the local government in the megacities. Explore how to promote the integration of urban grass-roots society and realize the process and method of urban social harmony and stability. They have gone through the period of functional creation of "from the street government to the district government", the alienation of the function from the people's commune to the revolutionary committee, the period of functional reconstruction from the restoration of the street to the urban reform, and the "from the construction of the community to the reform of the city". This paper, based on the empirical study of the street office of H Street in Wuhan, finds that: first, In the sub-district office, there is a symbiosis of cooperation and conflict between the different functional powers; second, in the branch structure of the sub-district office, there is a deviation between the structure division layer and the functional section layer. Therefore, the function reform of the sub-district office should be accelerated. To create a new system of street management with "clear responsibilities, clear responsibilities, consistent responsibilities and powers, administration according to law, and democratic participation", and to form a new pattern of "unified leadership, performing their respective duties, standardizing management, and strengthening the grass-roots level", we need to do four things: first, Adjust the leading organizations of the streets, set up the departments in the interior, realize the unity of responsibility and power; second, set up new organizations directly under the streets to strengthen the efforts of the government to cultivate social organizations; third, straighten out the relationship between the vertical units and professional management departments and the district streets; fourth, We will promote democracy and the legal system and gradually realize the transformation of government functions.
