【摘要】：農(nóng)村社會(huì)組織是指由農(nóng)民自發(fā)組織或在外界力量推動(dòng)和支持下,處理農(nóng)村社會(huì)公共事務(wù),維護(hù)、實(shí)現(xiàn)和發(fā)展農(nóng)民利益的自治性、公益性民間組織。農(nóng)村社會(huì)組織在農(nóng)村改革發(fā)展穩(wěn)定中扮演著重要角色,有助于改善農(nóng)村民主管理、優(yōu)化農(nóng)村社會(huì)治理、促進(jìn)農(nóng)村經(jīng)濟(jì)發(fā)展、完善農(nóng)村社會(huì)保障、推動(dòng)農(nóng)村文化繁榮。近年來發(fā)展迅速,已經(jīng)成為農(nóng)村的重要次級(jí)社會(huì)群體。農(nóng)村社會(huì)組織在實(shí)現(xiàn)村民利益關(guān)系調(diào)節(jié)的基礎(chǔ)上,為村民主體廣泛地公共參與奠定了基礎(chǔ)。但也必須看到農(nóng)村社會(huì)組織在運(yùn)行過程中還存在這樣那樣不容忽視的突出問題,主要表現(xiàn)在總體規(guī)模偏小、制度運(yùn)行不規(guī)范、組織機(jī)構(gòu)不完善、賬務(wù)管理不清晰、對正式組織形成對抗、開展違法違規(guī)活動(dòng)等問題,原因在于對政府存在依賴慣性、非正式組織關(guān)系影響、政策扶持引導(dǎo)不力、多重管理與監(jiān)管缺位等。為此,必須加以規(guī)制,發(fā)揮積極作用,規(guī)避不良影響。論文梳理了農(nóng)村社會(huì)組織發(fā)展的歷史淵源,通過分析農(nóng)村社會(huì)組織的積極作用和存在的問題,分析問題背后的原因。選取鄂州市梁子湖區(qū)中興土地綜合服務(wù)專業(yè)合作社促進(jìn)改革發(fā)展和梁子湖區(qū)L村社會(huì)組織作為正反典型案例對比,分析農(nóng)村社會(huì)組織存在的主要問題及其原因,進(jìn)而引出湖北省鄂州市加強(qiáng)農(nóng)村社會(huì)組織行為失范規(guī)制的實(shí)踐探索。在理論研究和案例分析的基礎(chǔ)上,對農(nóng)村社會(huì)組織規(guī)制要面對和處理的幾個(gè)問題進(jìn)行了探析,拓展農(nóng)村社會(huì)組織規(guī)制的一般思路,即強(qiáng)化支持農(nóng)村社會(huì)組織發(fā)展的理念；加大對農(nóng)村社會(huì)組織的引導(dǎo)和扶持；健全農(nóng)村社會(huì)組織的法制建設(shè)；完善農(nóng)村社會(huì)組織的監(jiān)管機(jī)制；規(guī)范農(nóng)村社會(huì)組織內(nèi)部運(yùn)行。
[Abstract]:Rural social organization refers to the autonomy of farmers' interests, which is organized spontaneously by farmers or promoted and supported by outside forces to handle rural social public affairs, safeguard, realize and develop peasants' interests. Public welfare non-governmental organizations. Rural social organizations play an important role in the development and stability of rural reform and development. They help to improve rural democratic management, optimize rural social governance, promote rural economic development, and improve rural social security. Promoting the prosperity of rural culture. In recent years, it has developed rapidly and has become an important sub-social group in rural areas. On the basis of realizing the regulation of villagers' interests, rural social organizations, It has laid the foundation for the villagers' main body to participate in the public extensively. However, we must also see that there are still some outstanding problems which can not be ignored in the course of the operation of the rural social organizations, which are mainly manifested in the small scale of the whole and the irregular operation of the system. Such problems as imperfect organization, unclear accounting management, confrontation against formal organizations, illegal and illegal activities, and so on, are due to the existence of dependence inertia on the government, the influence of informal organizational relationships, and inadequate policy support and guidance. For this reason, we must regulate and play an active role in order to avoid the adverse effects. This paper combs the historical origin of the development of rural social organizations, and analyzes the positive role and existing problems of rural social organizations. Analyze the reasons behind the problem. Choose ZTE Land Comprehensive Service Cooperative to promote reform and development and Liangzi Lake area L village social organization as positive and negative typical cases. This paper analyzes the main problems of rural social organizations and their causes, and then leads to the practical exploration of strengthening the regulation of rural social organization behavior in Ezhou City, Hubei Province, on the basis of theoretical research and case analysis. This paper probes into several problems that should be faced and dealt with in the regulation of rural social organizations, and extends the general ideas of regulation of rural social organizations, that is, strengthening the concept of supporting the development of rural social organizations, increasing the guidance and support to rural social organizations, Improve the legal system of rural social organizations; improve the supervision mechanism of rural social organizations; standardize the internal operation of rural social organizations.
