【摘要】：黨的十八大以來,黨中央出臺了一系列推進(jìn)協(xié)商民主發(fā)展的政策,構(gòu)成了新時代我國協(xié)商民主政策的基本框架。但從協(xié)商民主政策的具體內(nèi)容來看,政策的整體協(xié)調(diào)性、可操作性和法律法規(guī)保障還存在一定的局限。因此,基于政策工具的角度和統(tǒng)計檢驗的方法,選取近年來中央出臺的四項協(xié)商民主政策為分析樣本,運(yùn)用內(nèi)容分析法,構(gòu)建協(xié)商民主政策的二維分析框架,對其文本內(nèi)容進(jìn)行模塊劃分、單元編碼、歸納統(tǒng)計、量化分析和交叉檢驗,可得結(jié)果表明:當(dāng)前我國協(xié)商民主政策中政策工具的使用存在明顯分化,為完善協(xié)商民主政策體系,需加快協(xié)商民主相關(guān)法律的出臺,強(qiáng)化協(xié)商民主自愿型政策工具,創(chuàng)新協(xié)商民主政策的實現(xiàn)渠道。
[Abstract]:Since the 18 National Congress of the Party, the CPC Central Committee has issued a series of policies to promote the development of deliberative democracy, which constitute the basic framework of China's deliberative democratic policy in the new era. But from the concrete content of the deliberative democratic policy, the overall coordination of the policy is revealed. Therefore, based on the perspective of policy tools and the method of statistical test, four consultative democratic policies issued by the central government in recent years are selected as the analysis samples, and the content analysis method is used. Build a two-dimensional analytical framework for deliberative democratic policy, module division, unit coding, inductive statistics, quantitative analysis and cross-checking of the text content, The results show that the use of policy tools in China's deliberative democracy policy is obviously divided. In order to perfect the system of deliberative democracy policy, it is necessary to speed up the introduction of laws related to deliberative democracy and strengthen the voluntary policy tools of deliberative democracy. Innovative channels for the realization of deliberative democratic policies.
