【摘要】：協(xié)商民主在城市基層得到了大范圍的實(shí)踐,但是也存在一些不良的協(xié)商樣態(tài),影響協(xié)商民主的可持續(xù)發(fā)展。既往的研究大多從"功能論"層面解讀協(xié)商民主的優(yōu)勢,本文嘗試引入"利益論"的分析框架,尋求基層政府推行協(xié)商實(shí)踐的動機(jī)。在對12個案例進(jìn)行分析的基礎(chǔ)上,認(rèn)為當(dāng)前城市的基層協(xié)商盡管有公共利益和自身利益的"重合性動機(jī)",但是解決當(dāng)下治理難題的工具性傾向明顯,對把握和落實(shí)協(xié)商民主價(jià)值性的動力則相對缺乏。由此,在城市基層協(xié)商結(jié)構(gòu)和過程展現(xiàn)出"領(lǐng)導(dǎo)-服從關(guān)系"和全程把控的特征。
[Abstract]:Deliberative democracy has been widely practiced at the urban grass-roots level, but there are also some bad negotiation patterns that affect the sustainable development of deliberative democracy. Most of the previous studies have interpreted the advantages of deliberative democracy from the perspective of "function theory". This paper attempts to introduce the framework of "interest theory" to seek the motivation for grass-roots government to carry out consultation practice. On the basis of the analysis of 12 cases, It is believed that although there is a "coincidence motive" between public interest and self-interest in the current grass-roots consultation in cities, the instrumental tendency to solve the problem of governance is obvious, and the motive force to grasp and implement the democratic value of negotiation is relatively lacking. The structure and process of the consultation at the grass-roots level in the city show the characteristics of "leading-service relationship" and "controlling the whole process".
