【摘要】：當(dāng)前中國(guó)進(jìn)入改革發(fā)展的深水區(qū),處于轉(zhuǎn)型時(shí)期的中國(guó)社會(huì),經(jīng)濟(jì)體制發(fā)生了深刻變革,政治體制改革正逐步穩(wěn)健推進(jìn),利益格局出現(xiàn)深刻調(diào)整,特別是信息科技的變革,人們的價(jià)值觀出現(xiàn)多元化的特點(diǎn),人們有參與變革,表達(dá)意愿的要求,傳統(tǒng)上由領(lǐng)導(dǎo)人擬定計(jì)劃、民眾追隨及上下等級(jí)分明的模式已不適用。領(lǐng)導(dǎo)必須尊重個(gè)人的權(quán)利、尊重人們選擇的權(quán)利。這一系列的變化為我國(guó)的發(fā)展帶來了機(jī)遇和挑戰(zhàn),對(duì)黨的領(lǐng)導(dǎo)方式和執(zhí)政方式提出了新的要求,要迎接新的挑戰(zhàn),必然要求各級(jí)領(lǐng)導(dǎo)者繼續(xù)堅(jiān)持科學(xué)發(fā)展觀,改革和完善黨的領(lǐng)導(dǎo)方式,不斷提高民主領(lǐng)導(dǎo)能力。為此,各級(jí)領(lǐng)導(dǎo)者必須樹立以民為先、執(zhí)政為民的領(lǐng)導(dǎo)理念,運(yùn)用授權(quán)與激勵(lì)的手段,形成角色互動(dòng)的領(lǐng)導(dǎo)過程,進(jìn)行集體科學(xué)決策的行為。本文依據(jù)理論和實(shí)際的需要,通過對(duì)傳統(tǒng)民主領(lǐng)導(dǎo)思想精華的提煉和對(duì)現(xiàn)代民主管理理念的借鑒,提出了民主領(lǐng)導(dǎo)的命題,闡述了民主領(lǐng)導(dǎo)產(chǎn)生的時(shí)代背景和理論基礎(chǔ),通過對(duì)當(dāng)前領(lǐng)導(dǎo)活動(dòng)中民主領(lǐng)導(dǎo)存在的可能性分析,明確了民主領(lǐng)導(dǎo)的基本內(nèi)涵、民主領(lǐng)導(dǎo)的基本方式,最后從五方面研究探討了民主領(lǐng)導(dǎo)的實(shí)現(xiàn)途徑,即樹立民主領(lǐng)導(dǎo)理念、掌握民主領(lǐng)導(dǎo)方法、提升民主領(lǐng)導(dǎo)能力、培養(yǎng)民主領(lǐng)導(dǎo)環(huán)境、拓寬民主領(lǐng)導(dǎo)渠道。
[Abstract]:At present, China has entered the deep water area of reform and development, and is in a period of transformation in China's society. Profound changes have taken place in the economic system, the political system reform is gradually advancing steadily, and the pattern of interests has been profoundly adjusted, especially the change in information technology. People's values are pluralistic, people have the need to participate in change, express their will, traditionally plan by leaders, the model of people following and hierarchy is no longer applicable. Leaders must respect the rights of the individual. Respecting people's right to choose. This series of changes has brought opportunities and challenges to the development of our country, put forward new requirements for the Party's way of leadership and governance, and meet new challenges. Leaders at all levels must continue to adhere to the concept of scientific development, reform and improve the Party's leadership style, and constantly improve the democratic leadership ability. Therefore, leaders at all levels must establish the leadership concept of taking the people first and governing for the people. By means of empowerment and motivation, the role of the interactive leadership process, collective scientific decision-making behavior. This paper based on the theoretical and practical needs, By refining the essence of the traditional democratic leadership thought and drawing lessons from the modern democratic management concept, this paper puts forward the proposition of democratic leadership, and expounds the background and theoretical basis of the emergence of democratic leadership. By analyzing the possibility of democratic leadership in current leadership activities, this paper clarifies the basic connotation of democratic leadership and the basic way of democratic leadership. Finally, it discusses the ways to realize democratic leadership from five aspects, that is, to establish the concept of democratic leadership. Master democratic leadership methods, improve democratic leadership ability, cultivate democratic leadership environment and broaden democratic leadership channels.
