【摘要】：1954年12月31日全國人民代表大會常務(wù)委員會通過了《城市居民委員會組織條例》標(biāo)志著我國城市社區(qū)居委會走上了法制的道路。居民委員會是居民自我管理、自我教育、自我服務(wù)的基層群眾性自治組織,是中國人民民主專政和城市基層政權(quán)的重要基礎(chǔ),也是黨和政府聯(lián)系人民群眾的橋梁和紐帶之一。在中國的城市地區(qū)有4億多居民通過這一制度直接行使憲法賦予的自治權(quán)和民主管理經(jīng)濟(jì)、文化和社會事務(wù)的權(quán)力。居民委員會滿意度測量模型,是以居民需求為導(dǎo)向,以居民為主體,對居委會工作做出評判的測量體系。該測量模型能夠反映不同層次居民對居民委員會的需求,指導(dǎo)居民委員會工作的改進(jìn)方向。同時(shí),測量的實(shí)施也豐富了基層民主實(shí)踐的方式,進(jìn)一步提高居委會干部樹立對居民負(fù)責(zé)的意識,對于我國基層民主的實(shí)現(xiàn)具有重大的現(xiàn)實(shí)意義。在論述城市居民委員會及其工作滿意度概念的基礎(chǔ)上,建立了由居民認(rèn)知、居民期望、感知價(jià)值、感知公平、居民抱怨等結(jié)構(gòu)變量構(gòu)成的居民委員會滿意度理論模型。并且在遼寧省沈陽市461位居民中進(jìn)行問卷調(diào)查,采用描述統(tǒng)計(jì)分析和結(jié)構(gòu)方程模型方法分析數(shù)據(jù)、驗(yàn)證模型。結(jié)果顯示,其一,實(shí)際調(diào)查數(shù)據(jù)與理論模型擬合較好,本模型可以應(yīng)用到居委會滿意度測量當(dāng)中；其二,居民對居委會工作的滿意程度較低。其三,人口統(tǒng)計(jì)學(xué)的結(jié)果顯示,教育程度、月收入、職業(yè)、城區(qū)對居民委員會工作滿意度有顯著性影響；居住年限、性別、婚姻狀況、政治面貌對居民委員會滿意度影響無顯著性差異。依據(jù)數(shù)據(jù)和模型反映的問題分析原因,并從著力提高沈陽市經(jīng)濟(jì)水平,為社區(qū)發(fā)展提供物質(zhì)基礎(chǔ)；加強(qiáng)居委會委員培訓(xùn),提高居委會服務(wù)水平；加強(qiáng)協(xié)調(diào)交流機(jī)制, 構(gòu)建社區(qū)和諧關(guān)系;提高居民民主參與意識,構(gòu)建民主和諧社區(qū)；改善社區(qū)環(huán)境提高社區(qū)服務(wù)質(zhì)量等方面來提高居民對居委會工作的滿意度。

The residents committee satisfaction measurement model is oriented to the needs of the residents, the residents as the main body, make system the measurement evaluation work on the neighborhood. The measurement model can reflect the different needs of the residents of the neighborhood committee, guide residents committee The direction of improvement work.
