【摘要】：黨內(nèi)民主是黨的生命,決定黨的性質(zhì),直接影響黨的執(zhí)政能力和先進(jìn)性。大力推進(jìn)黨內(nèi)民主,是建黨90周年歷史經(jīng)驗(yàn)的總結(jié),也是新時(shí)期廣大黨員的熱切要求以及人民群眾對(duì)執(zhí)政黨的期盼。黨的十七大以來(lái),黨內(nèi)民主建設(shè)貫穿改革創(chuàng)新精神,進(jìn)行了一系列的理論創(chuàng)新、實(shí)踐創(chuàng)新和制度創(chuàng)新。當(dāng)前,就黨內(nèi)民主發(fā)展的狀況和特點(diǎn)來(lái)看,要格外注重制度創(chuàng)新。 我國(guó)高等教育的根本任務(wù)是培養(yǎng)社會(huì)主義事業(yè)的建設(shè)者和接班人,加強(qiáng)高校學(xué)生黨支部制度建設(shè)是做好學(xué)生黨建工作的重要保障,只有不斷加強(qiáng)學(xué)生黨支部的制度建設(shè),不斷加強(qiáng)學(xué)生黨支部制度的執(zhí)行效力,不斷富有創(chuàng)新性地完善學(xué)生黨支部制度,才能真正為更好地開(kāi)展各項(xiàng)黨建工作打下堅(jiān)實(shí)的基礎(chǔ)。積極做好大學(xué)生的黨建工作是擺在高校各級(jí)黨組織面前的一項(xiàng)戰(zhàn)略任務(wù),做好黨建工作特別是學(xué)生黨支部工作對(duì)于貫徹落實(shí)黨的教育方針,具有十分重要的現(xiàn)實(shí)意義。隨著社會(huì)的進(jìn)步和發(fā)展,人們的思想觀念、價(jià)值取向正發(fā)生著深刻變化,針對(duì)各高校在學(xué)生黨支部制度建設(shè)方面存在的問(wèn)題,黨建要求對(duì)其提出了改進(jìn)和加強(qiáng)高校學(xué)生黨支部制度建設(shè)應(yīng)堅(jiān)持從實(shí)際出發(fā)、走群眾路線、保持制度的穩(wěn)定性和連續(xù)性等原則,增強(qiáng)黨支部工作的計(jì)劃性、科學(xué)性,提高全體黨員的制度意識(shí),幫助切實(shí)搞好高校學(xué)生黨支部的民主制度建設(shè)。 文章第一、二部分通過(guò)闡述當(dāng)前高校學(xué)生黨支部民主制度建設(shè)的相關(guān)概念以及發(fā)展現(xiàn)狀,分析指出當(dāng)前高校主要學(xué)生組織,特別是學(xué)生黨支部在民主制度建設(shè)上存在的問(wèn)題：在第三部分立足于當(dāng)前國(guó)家發(fā)展的新形勢(shì)和黨建工作的新要求,提出當(dāng)前阻礙學(xué)生黨支部民主制度發(fā)展和進(jìn)步的一系列實(shí)質(zhì)性問(wèn)題,并深入分析了產(chǎn)生問(wèn)題的原因和影響因素；第四部分就針對(duì)問(wèn)題從制度上提出了學(xué)生黨支部民主制度建設(shè)的意義以及目標(biāo)和路徑,尤其是對(duì)學(xué)生黨支部的黨內(nèi)民主制度建設(shè)的完善提出了實(shí)際的對(duì)策和方針。結(jié)論則是對(duì)整個(gè)研究的概括和總結(jié)。
[Abstract]:Inner-Party democracy is the life of the Party, determines the nature of the Party, and directly affects the Party's governing ability and advanced nature. Vigorously promoting inner-party democracy is a summary of the historical experience of the 90th anniversary of the founding of the Party. It is also the eager request of the broad masses of party members in the new period and the people's expectation of the ruling party. Since the 17th National Congress of the Party, the democratic construction within the party has been running through the spirit of reform and innovation, and a series of theoretical, practical and institutional innovations have been carried out. At present, Look on the condition and characteristic of the democratic development within the party, should pay special attention to system innovation. The fundamental task of higher education in our country is to train the constructors and successors of the socialist cause, and to strengthen the system construction of the students' Party branches is an important guarantee to do a good job in the construction of the students' Party branches, only by constantly strengthening the institutional construction of the students' Party branches. To constantly strengthen the effectiveness of the implementation of the student party branch system, and to continuously and innovatively improve the student party branch system, In order to lay a solid foundation for the better development of the Party building work, it is a strategic task for the party organizations at all levels in colleges and universities to actively do a good job in the party building work of college students. It is of great practical significance to do the party building work well, especially the work of the student Party branch, to carry out the Party's educational policy. With the progress and development of the society, people's ideas and values are undergoing profound changes. In view of the problems existing in the system construction of the students' Party branches in various colleges and universities, the requirements of the Party building put forward that the improvement and strengthening of the system construction of the students' Party branches in colleges and universities should proceed from the reality and follow the mass line. The principles of maintaining the stability and continuity of the system, enhancing the planning and scientific nature of the work of the Party branch, raising the system consciousness of all the Party members, and helping the construction of the democratic system of the Party branch of the students in colleges and universities are well done. The first and second parts of the article point out the main student organizations in colleges and universities by expounding the related concepts and the current development status of the democratic system construction of the party branch of college students. In particular, the problems existing in the construction of the democratic system in the student party branch: in the third part, it is based on the new situation of the current national development and the new requirements of the party building work. This paper puts forward a series of substantive problems that hinder the development and progress of the democratic system of the students' Party branch, and analyzes the causes and influencing factors of the problems in depth. In the 4th part, the author puts forward the significance, goal and path of the construction of the democratic system of the students' Party branch from the point of view of the system. In particular, the author puts forward practical countermeasures and guidelines for the improvement of the democratic system within the party of the students' Party branch, and the conclusion is a summary and summary of the whole research.
