【摘要】： 人民政協(xié)是中國(guó)人民愛(ài)國(guó)統(tǒng)一戰(zhàn)線組織,是中國(guó)共產(chǎn)黨領(lǐng)導(dǎo)的多黨合作和政府協(xié)商的重要機(jī)構(gòu),是我國(guó)政治生活中發(fā)揚(yáng)社會(huì)主義民主的重要形式。人民政協(xié)的民主監(jiān)督是人民政協(xié)的三大職能之一,是我國(guó)社會(huì)主義監(jiān)督體系的重要組成部分,在我國(guó)社會(huì)主義民主政治建設(shè)中具有十分重要的地位。人民政協(xié)民主監(jiān)督職能的充分發(fā)揮是人民行使監(jiān)督權(quán)力、防止權(quán)力濫用,實(shí)現(xiàn)當(dāng)家作主的重要保證。積極探索人民政協(xié)民主監(jiān)督的理論與實(shí)踐,對(duì)于在新的時(shí)代背景和歷史條件下,轉(zhuǎn)變黨政部門工作作風(fēng)、促進(jìn)黨和政府決策的科學(xué)化、民主化,推進(jìn)社會(huì)主義政治文明建設(shè)、構(gòu)建和諧社會(huì)等都具有十分重要的意義。因此,研究中國(guó)特色的政協(xié)民主監(jiān)督具有重大的理論意義和實(shí)踐意義,也成為近年來(lái)學(xué)術(shù)界研究的熱點(diǎn)。本文就嘗試對(duì)這一課題進(jìn)行探討。 文章一共分為五個(gè)部分,圍繞“民主監(jiān)督存在哪些問(wèn)題,怎樣完善民主監(jiān)督”這個(gè)中心,概括了民主監(jiān)督的含義、性質(zhì)、特點(diǎn),闡述了民主監(jiān)督的優(yōu)勢(shì)和意義,分析了民主監(jiān)督存在的問(wèn)題及原因并對(duì)民主監(jiān)督的對(duì)策進(jìn)行了探討。 第一章緒論部分說(shuō)明了本課題研究的緣起,介紹了本文研究的基本思路和方法,并對(duì)目前國(guó)內(nèi)研究現(xiàn)狀進(jìn)行了梳理和點(diǎn)評(píng)。 第二章概括了政協(xié)民主監(jiān)督的含義、性質(zhì)和特點(diǎn)。政協(xié)民主監(jiān)督是民主黨派和無(wú)黨派人士通過(guò)政協(xié)這個(gè)統(tǒng)一戰(zhàn)線的組織形式對(duì)執(zhí)政的共產(chǎn)黨實(shí)施的政治監(jiān)督,它不同于人民代表大會(huì)的權(quán)力監(jiān)督、不同于人民檢察院的行政監(jiān)督也不同于一般的群眾監(jiān)督,它具有廣泛的代表性、較高的權(quán)威性、較高的公正性和客觀性、較強(qiáng)的時(shí)效性。 第三章闡述了政協(xié)民主監(jiān)督的優(yōu)勢(shì)和意義。政協(xié)民主監(jiān)督具有其它監(jiān)督形式所無(wú)法比擬的人才優(yōu)勢(shì)、感情優(yōu)勢(shì)、地位優(yōu)勢(shì),對(duì)于社會(huì)主義政治文明建設(shè)、黨的執(zhí)政水平的提高、社會(huì)主義和諧社會(huì)的構(gòu)建、社會(huì)主義監(jiān)督體系的完善都具有重要的意義。 第四章分析了政協(xié)民主監(jiān)督存在的問(wèn)題及原因。目前,政協(xié)民主監(jiān)督還存在監(jiān)督范圍狹窄、監(jiān)督層次低,監(jiān)督措施不得當(dāng)、監(jiān)督手段和形式單一,監(jiān)督效果不顯著,監(jiān)督流于形式等問(wèn)題,這主要是由于民主監(jiān)督的社會(huì)氛圍還沒(méi)有完全形成,民主監(jiān)督的意識(shí)薄弱,民主監(jiān)督的制度不健全,民主監(jiān)督的運(yùn)行機(jī)制不通暢。 第五章探討了加強(qiáng)政協(xié)民主監(jiān)督的對(duì)策。加強(qiáng)民主監(jiān)督應(yīng)該從以下三個(gè)方面入手：一是加大宣傳力度,為政協(xié)民主監(jiān)督提供濃郁的社會(huì)氛圍；二是健全工作機(jī)制,積極推進(jìn)民主監(jiān)督規(guī)范化、制度化、程序化進(jìn)程,這個(gè)工作機(jī)制主要包括保障機(jī)制、知情機(jī)制、溝通機(jī)制和反饋機(jī)制；三是要加強(qiáng)政協(xié)自身建設(shè),主要工作有發(fā)揮廣大委員的主體作用、明確監(jiān)督內(nèi)容、創(chuàng)新監(jiān)督形式等。 文章最后有個(gè)結(jié)語(yǔ)。對(duì)政協(xié)民主監(jiān)督的內(nèi)涵、意義和關(guān)鍵點(diǎn)進(jìn)行了分析。在現(xiàn)階段,推進(jìn)中國(guó)特色的人民政協(xié)民主監(jiān)督建設(shè)成為新時(shí)代的緊迫要求。

The article is divided into five parts, focusing on "democratic supervision problems, how to perfect the democratic supervision of the center, summarizes the meaning of democratic supervision, nature, characteristics, expounds the advantages and significance of democratic supervision, analyzes the problems and reasons existing countermeasures and democratic supervision of democratic supervision is discussed.

The second chapter summarizes the meaning of democratic supervision of the CPPCC, the nature and characteristics. The fourth chapter analyzes the problems and reasons of the democratic supervision of the CPPCC. At present, the democratic supervision of the CPPCC has narrow scope of supervision, supervision level, supervision measures properly, supervision and supervision form is single, the effect is not significant, supervision as a mere formality, which is mainly due to the social atmosphere of democratic supervision is not completely formed, democratic supervision consciousness is weak, the democratic supervision system is not perfect, the democratic supervision mechanism is not smooth.
The fifth chapter discusses the countermeasures to strengthen the democratic supervision of the CPPCC. Strengthen the democratic supervision should start from the following three aspects: one is to intensify propaganda, provide a strong social atmosphere for democratic supervision; two is to improve the working mechanism, and actively promote the standardization of democratic supervision, institutional, procedural process, this work mainly includes the security mechanism the mechanism, mechanism, communication mechanism and feedback mechanism; three is to strengthen the self construction of the CPPCC, the main work is to play the main role in the majority of members, clear the contents of supervision, supervision in the form of innovation.
At the end of the article, there is a conclusion. The connotation, significance and key points of the CPPCC's democratic supervision are analyzed. At this stage, the construction of the CPPCC's democratic supervision with Chinese characteristics becomes the urgent demand of the new era.
