【摘要】：[目的/意義]法規(guī)在美國(guó)國(guó)家情報(bào)管理中具有崇高地位和重要作用。而研究美國(guó)國(guó)家情報(bào)管理法規(guī)體系與國(guó)家情報(bào)管理組織及其運(yùn)行機(jī)制之間的互動(dòng)關(guān)系和運(yùn)動(dòng)規(guī)律也對(duì)我國(guó)相關(guān)體制機(jī)制建設(shè)具有重要參考和借鑒意義。[方法/過(guò)程]通過(guò)構(gòu)建關(guān)系圖和案例研究的方法,提出了美國(guó)國(guó)家情報(bào)法制管理中存在的兩套循環(huán)演進(jìn)機(jī)制。[結(jié)果/結(jié)論]最終揭示了美國(guó)國(guó)家情報(bào)法制管理與國(guó)家安全之間的內(nèi)在聯(lián)系,即以法規(guī)為媒介,實(shí)現(xiàn)國(guó)家情報(bào)管理對(duì)國(guó)家安全形勢(shì)的動(dòng)態(tài)調(diào)適。
[Abstract]:[Objective / significance] legislation has a high status and an important role in the national intelligence management of the United States. This paper studies the interaction and movement between the regulatory system of national intelligence management and the national intelligence management organization and its operational mechanism in the United States. The law also has important reference and significance for the construction of relevant system and mechanism of our country. [Method / process] by constructing the relationship diagram and case study, two sets of cyclic evolution mechanisms in the management of national intelligence legal system in the United States are put forward. [Results / conclusion] the internal relationship between the national intelligence legal system management and national security is revealed, that is, the dynamic adjustment of the national intelligence management to the national security situation is realized through the regulation as the medium.
