【摘要】：隨著互聯(lián)網(wǎng)的迅速發(fā)展,對我國民主理論與實(shí)踐的影響越來越大。網(wǎng)絡(luò)以其傳播的快捷性、廣泛性、開放性和自由性,成為普通公民享受民主權(quán)利的重要手段。它既為中國的民主化進(jìn)程提供了空前的動(dòng)力與機(jī)遇,又使民主面臨著巨大挑戰(zhàn)。網(wǎng)絡(luò)技術(shù)促進(jìn)了我國民主政治的發(fā)展,網(wǎng)民通過網(wǎng)絡(luò)參與民主政治活動(dòng),有利于提高公民的民主意識,參與意識;網(wǎng)絡(luò)有利于豐富中國特色社會(huì)主義民主形式,拓展民主渠道,體現(xiàn)建設(shè)社會(huì)主義和諧社會(huì)的基本特征。但不能把我國民主政治的發(fā)展完全寄托在網(wǎng)絡(luò)技術(shù)上,因?yàn)樗淖饔卯吘故怯邢薜?現(xiàn)實(shí)層面的網(wǎng)絡(luò)民主還只是一種不健全的有限民主。由于個(gè)人在文化程度、經(jīng)濟(jì)條件、語言上的差別,使得網(wǎng)絡(luò)提供的機(jī)會(huì)上的平等并不一定導(dǎo)致結(jié)果的平等。更何況網(wǎng)絡(luò)對民主政治帶來了一定的消極影響。網(wǎng)絡(luò)信息的無限性可能導(dǎo)致民主的非理性,網(wǎng)絡(luò)傳播的盲目性可能導(dǎo)致社會(huì)的不穩(wěn)定,數(shù)字鴻溝可能造成政治參與的不均衡性,等等。能否抓住網(wǎng)絡(luò)民主發(fā)展的機(jī)遇,采取有效措施克服它的負(fù)面影響,既有現(xiàn)實(shí)的價(jià)值,又有深遠(yuǎn)的意義。網(wǎng)絡(luò)民主的發(fā)展是一個(gè)漫長的過程,也是一個(gè)漸進(jìn)的創(chuàng)新過程,它不是自然形成的,而是需要民主觀念在人們中間的普及,需要國家、社會(huì)和個(gè)人的共同努力來完成。
[Abstract]:With the rapid development of the Internet, the influence on the theory and practice of democracy in our country has become more and more great. As an important means for ordinary citizens to enjoy democratic rights, it not only provides unprecedented power and opportunity for the process of democratization in China, but also makes democracy face enormous challenges. Network technology has promoted the development of democratic politics in China. Internet users participate in democratic political activities through the network, which is conducive to enhancing citizens' democratic awareness and participation consciousness; Network is beneficial to enrich the democratic form of socialism with Chinese characteristics, expand democratic channels, and embody the basic characteristics of building a harmonious socialist society, but the development of democratic politics in our country cannot be completely pinned on the network technology. Because its role is after all limited, the reality of the network democracy is only a kind of imperfect limited democracy. Due to the individual in the level of education, economic conditions, language differences. The equality of opportunities provided by the network does not necessarily lead to equality of results. Moreover, the network has a certain negative impact on democratic politics. The infinity of network information may lead to the irrationality of democracy. The blindness of network communication may lead to social instability, the digital divide may lead to the imbalance of political participation, etc. Can we seize the opportunity of the development of network democracy and take effective measures to overcome its negative influence. The development of network democracy is not only a long process, but also a gradual process of innovation. It is not formed naturally, but needs the popularization of democratic concept among people. It takes the joint efforts of the state, society and individuals to accomplish it.
