【摘要】： 民主政治中的政黨監(jiān)督普遍存在于當(dāng)代世界各國(guó),中國(guó)參政黨對(duì)執(zhí)政黨的民主監(jiān)督,主要指民主黨派在參政議政、社會(huì)管理過程中對(duì)共產(chǎn)黨及其國(guó)家機(jī)關(guān)的工作開展的政治監(jiān)督,它不僅是中國(guó)特色政黨制度的重要內(nèi)容之一,也是中國(guó)特色社會(huì)主義監(jiān)督體系的重要組成部分,更是中國(guó)特色社會(huì)主義民主的重要體現(xiàn)。 本文在回顧參政黨民主監(jiān)督發(fā)生發(fā)展歷程的基礎(chǔ)上,明確中國(guó)參政黨民主監(jiān)督的獨(dú)特優(yōu)勢(shì)與重要價(jià)值,指出參政黨監(jiān)督目前存在的問題,同時(shí)深入分析制約參政黨民主監(jiān)督職能發(fā)揮的主要因素,進(jìn)一步探討加強(qiáng)和完善中國(guó)參政黨民主監(jiān)督的對(duì)策途徑。 論文的第一章緒論部分,主要介紹論文的研究背景、選題的理論意義和實(shí)踐意義,相關(guān)的研究成果,以及研究角度與方法。第二章,在理清政黨監(jiān)督理論來(lái)龍去脈的基礎(chǔ)上,總結(jié)中國(guó)參政黨民主監(jiān)督的性質(zhì)特點(diǎn)和內(nèi)容方式。第三章,把參政黨的民主監(jiān)督歷程分成初步探索、提出實(shí)踐、破壞停滯、恢復(fù)發(fā)展四個(gè)階段,用歷史研究的方法詳細(xì)闡述中國(guó)參政黨民主監(jiān)督的形成發(fā)展過程。第四章,主要論述參政黨民主監(jiān)督對(duì)于發(fā)展社會(huì)主義民主政治的重要作用,指出民主監(jiān)督職能的有效發(fā)揮有利于建設(shè)社會(huì)主義政治文明、構(gòu)建社會(huì)主義和諧社會(huì)、提高執(zhí)政黨執(zhí)政能力和參政黨參政能力。第五章,分別從中國(guó)傳統(tǒng)政治文化、參政黨自身建設(shè)、參政黨監(jiān)督機(jī)制三個(gè)方面,深入分析制約當(dāng)代中國(guó)參政黨民主監(jiān)督職能有效發(fā)揮的因素。第六章,建議通過優(yōu)化參政黨民主監(jiān)督的外部環(huán)境、加強(qiáng)參政黨的建設(shè)、完善參政黨監(jiān)督機(jī)制以及聯(lián)合其他類型監(jiān)督形成監(jiān)督合力四個(gè)方面,進(jìn)一步推進(jìn)參政黨民主監(jiān)督的發(fā)展。最后的結(jié)論部分,主要是對(duì)整個(gè)論文做簡(jiǎn)短的總結(jié)和補(bǔ)充,并對(duì)中國(guó)參政黨民主監(jiān)督的發(fā)展前景給予展望。
[Abstract]:The supervision of political parties in democratic politics generally exists in various countries in the contemporary world. The democratic supervision of the ruling party by Chinese participating political parties mainly refers to the democratic parties participating in politics and discussing politics. The political supervision of the work of the Communist Party and its state organs in the process of social management is not only one of the important contents of the political party system with Chinese characteristics, but also an important part of the supervision system of socialism with Chinese characteristics. It is also an important embodiment of socialist democracy with Chinese characteristics. On the basis of reviewing the development course of the democratic supervision of the participating political parties, this paper clarifies the unique advantages and important values of the democratic supervision of the participating parties in China, and points out the problems existing in the supervision of the participating political parties at present. At the same time, the main factors restricting the function of democratic supervision of the participating political parties are analyzed, and the countermeasures to strengthen and perfect the democratic supervision of the participating parties in China are discussed. The first chapter introduces the background of the research, the theoretical and practical significance of the topic, related research results, as well as research angles and methods. Chapter two. On the basis of clarifying the theory of political party supervision, this paper summarizes the nature and content of democratic supervision of political parties in China. Chapter three divides the process of democratic supervision of political parties into preliminary exploration and puts forward practice. Destruction of stagnation, recovery of the four stages of development, using the method of historical research to elaborate on the formation and development of the democratic supervision of China's participating political parties. 4th chapter. This paper mainly discusses the important role of democratic supervision of participating political parties in the development of socialist democratic politics, and points out that the effective exertion of democratic supervision function is conducive to the construction of socialist political civilization and the construction of socialist harmonious society. Improving the ruling party's ruling ability and participating in political party's ability. Chapter 5th, from three aspects of Chinese traditional political culture, participating party's own construction, participating political party's supervision mechanism respectively. In chapter 6th, it is suggested that the construction of participating political parties should be strengthened by optimizing the external environment of democratic supervision of participating parties. Perfecting the supervision mechanism of participating political parties and combining other types of supervision to form supervision force, further promote the development of democratic supervision of participating political parties. It is mainly a brief summary and supplement to the whole paper, and prospects for the development of democratic supervision of China's participating political parties.
