【摘要】：中國共產黨十六屆五中全會通過的《中共中央關于制定國民經濟和社會發(fā)展第十一個五年規(guī)劃的建議》提出建設社會主義新農村的宏偉目標,并提出了“生產發(fā)展、生活富裕、鄉(xiāng)風文明、村容整潔、管理民主”的20字指導方針。民主政治建設是社會主義新農村建設中的一項主要內容。而在民主政治建設中,政治文化建設起著先行和指導作用。 農民作為中國民主政治的主要力量,其政治認知、政治情感和政治信仰對中國民主政治思想影響巨大。要引導中國農民政治思想的形成,就要加快社會主義新農村政治文化建設,使政治體系與公民特別是農民的價值取向相一致,做到一定程度的政治文化生活化；提高農民的參政意識和參政技能,讓農民獨立參與政治文化建設；要加強黨在社會主義新農村的政治思想文化建設,讓農民的政治思想、法制觀念與時俱進；要獨立自主,不懈追求；要創(chuàng)新大膽,勇于探索。 本文以馬克思主義為指導,吸收和借鑒相關學術研究成果,對社會主義新農村政治文化建設進行深入調查分析,提出社會主義新農村政治文化建設的指導思想、基本原則和相關措施。 本文主要分為以下五個部分： 第一部分闡述研究背景、研究現(xiàn)狀及研究方法。 第二部分解釋政治文化的內涵,簡述新農村政治文化建設的內涵及意義。 第三部分指出新農村政治文化建設的指導思想、特點和目標。 第四部分分析我國改革開放前、改革開放后和新農村建設中農村政治文化的發(fā)展及現(xiàn)狀。 第五部分提出推進社會主義新農村建設的措施。
[Abstract]:The "proposal of the CPC Central Committee on the formulation of the 11th Five-Year Plan for National Economic and Social Development" adopted by the Fifth Plenary session of the 16 CPC Central Committee puts forward the grand goal of building a new socialist countryside. And put forward the "production development, rich life, rural civilization, clean and tidy village." The 20-character guideline of managing democracy. The construction of democratic politics is one of the main contents in the construction of new socialist countryside. In the construction of democratic politics, the construction of political culture plays a leading and guiding role. As the main force of Chinese democratic politics, farmers' political cognition, political emotion and political belief have a great influence on Chinese democratic political thought, so it is necessary to guide the formation of Chinese peasants' political thought. It is necessary to speed up the construction of political culture in the new socialist countryside, make the political system consistent with the value orientation of citizens, especially farmers, and achieve a certain degree of political and cultural life; Improve farmers' political participation awareness and skills, let farmers participate in the construction of political culture independently; It is necessary to strengthen the Party's political ideological and cultural construction in the new socialist countryside so that the peasants' political thought and the concept of legal system should keep pace with the times; Independence and unremitting pursuit; We should be bold in innovation and bold in exploration. This paper, guided by Marxism, absorbs and uses for reference the relevant academic research results, and makes an in-depth investigation and analysis on the construction of political culture in the new socialist countryside. The guiding ideology, basic principles and relevant measures of the construction of political culture in the new socialist countryside are put forward. This paper is divided into the following five parts: The first part describes the research background, research status and research methods. The second part explains the connotation of political culture, briefly describes the connotation and significance of the construction of new rural political culture. The third part points out the guiding ideology, characteristics and objectives of the construction of political culture in the new countryside. Part 4th analyzes the development and present situation of the rural political culture before the reform and opening up, after the reform and opening up and in the construction of the new countryside. Part 5th puts forward measures to promote the construction of new socialist countryside.
